CLAR Funding 2024

Sligo County Council is seeking applications in respect of projects under the terms of the CLÁR Scheme recently launched by the Department of Rural and Community Development and which the Council could consider for submission to the Department.

CLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in rural areas that have experienced significant levels of de-population.

The CLÁR Programme allocation has increased nationally from €7m to €8.7m in 2024. Grants range from €5000 up to €50,000 and up to 90% funding is available to successful applicants. Any facilities funded must be open to the public at all times. The 2024 programme will be delivered through three separate Measures as follows:

Funding is available for the following measures:

  • Measure 1 - Developing Community Facilities & Amenities
  • Measure 2 - Mobility, Cancer Care & community First Responders Transport
  • Measure 3 - ‘Our Islands’

Only Measure 1 relates to Sligo County Council, Measures 2 & 3 are by direct application to the Department of Rural and Community Development.

Measure 1 - Developing Community Facilities & Amenities

Types of Intervention eligible (this is not an exhaustive list):

  • Small scale renovation works to community facilities open to the wider community such as community centres/sports centres/clubhouses of sporting groups/youth centres/mens sheds etc
  • Multi-Use Gaming Areas (MUGAs)/Astro-Turf facilities including upgrades
  • Playgrounds/Skateboard parks/Pump tracks/Cycling tracks
  • Walking/Running /Athletics tracks
  • Handball Alleys/Tennis Courts/Basketball Courts/Cricket Grounds
  • Community Gyms/Community Cinemas
  • Sensory Gardens/Community Gardens/ Allotments
  • Access to unique local heritage sites / areas of natural beauty
  • Outdoor Bowling Areas/Outdoor Toilet Facilities/Car Parking
  • Improving access at sports grounds e.g. development/upgrade of spectator stands at local sports grounds with a particular focus on improving access for people of all abilities and ages
  • Solar Bins
  • Biodiversity planting

Measure 2- Mobility, Cancer Care & Community First Responders Transport 

The scheme will provide up to 90% of the total cost of a hybrid or electric community wheelchair accessible vehicle (including fit-out) subject to a maximum grant of:  €50,000 for a car/SUV or €100,000 for a bus.  The scheme will provide up to 80% of the total cost of a petrol or diesel community wheelchair accessible vehicle (including fit-out) subject to a maximum grant of: €50,000 for a car/SUV or €100,000 for a bus. A match funding contribution of 10% for hybrid/electric vehicles and 20% for petrol/diesel vehicle is required. Philanthropic contributions may be accepted as full or part of match funding costs.

Measure 3: ‘Our Islands’

This Measure will fund interventions on inhabited off-shore Islands under:

  1. Island Community Transport and
  2. Island Community Amenities

Up to 90% funding available to successful applicants.

Completed applications for Measure 3 should be submitted directly to the Department of Rural & Community Development at CLAR@DRCD.gov.ie by 19th June 2024.
