Minutes of Strategic Policy Committee 3 – Transportation and Infrastructure Policy Meeting held on 16th October, 2007

1.   PRESENTATION BY TOM CULLEN, SIMI

1.1  Mr. Cullen made a presentation to the meeting on the illegal sale of vehicles requesting the Council to adopt a policy.  It was agreed on the proposal of Councillor Sherlock, seconded by Councillor Gormley that the matter be put on the next agenda for consideration. 

2.   CONFIRMATION OF MINUTES

2.1  Minutes of Meeting held on 18th April, 2007 having been circulated were taken as read and confirmed on the proposal of G. Queenan, seconded by Councillor McGrath.

4.  REVIEW OF STUDY TOUR

4.1  General discussion indicating the positive education/training nature of the tour. 

5.   WATER SERVICES INVESTMENT PROGRAMME 2007 - 2009

5.1  Presentation by D. Harrison, Senior Executive Engineer to members. 

6. NOTICE OF MOTION NUMBER 5 SUBMITTED BY COUNCILLOR LUNDY

“To discuss funding options for roads not qualifying under the Local Improvement Scheme”

It was agreed to defer matter to allow consideration by the L.I.S. sub-committee under Councillor Joe Queenan.

7. NOTICE OF MOTION NUMBER 6 SUBMITTED BY COUNCILLOR G. QUEENAN

“To consider proposals for the upgrading of the N59 under 2007 – 2008 Road Works Programme”

T. Carroll advised that: -

In 2007 the following budgetary allocations were made by the NRA towards the maintenance and improvement of N59 (National Secondary Route).

Ordinary Maintenance  142,371
Annual Resurfacing   109,549
Pavement Overlay at Leekfield 865,000
Total     1,116,920

A sum of €800,000 was also provided for the Planning and Design Stages of the upgrade and realignment of a section of route from Farrannaharpy to Ballygreghan, Templeboy.

It is hoped, subject to approval of NRA, to publish a Preferred Route for public consultation before end of year.

The Part 8 Planning process will also be undertaken in parallel as part of the public consultation process. 

8. NOTICE OF MOTION NUMBER 7 SUBMITTED BY COUNCILLOR P. MCGRATH

“To consider proposals for traffic management plans for Ballymote and other towns/villages”

T. Carroll advised that: -

The following towns/villages have had draft traffic management plans completed by Road Design Department – Ballisodare, Strandhill, Tubbercurry, Enniscrone, Grange, Coolaney, Ballymote and Dromore West.

Work is ongoing on other towns/villages in County Sligo.  It is hoped subject to approval of Council to use these plans as a template for improvement of roads infrastructure in towns/villages making these towns safer for road-users particularly the vulnerable road-users.

In 2007, a total of €550,000 will be expended on upgrading approximately 2.0km of public footpath and public lighting by Sligo County Council. 

The Meeting agreed that this matter be placed on the Agendae for the respective Electoral Area Meetings for consideration.

Councillor G. Lundy requested that at the next meeting, members consider the allocation of Councillor proposals, particularly on regional/national roads. 

The Chair and Councillors paid tribute to the Director as this was his last meeting due to his imminent retirement.
