Minutes of Strategic Policy Committee 1 (Economic Development and Planning Policy) held on Tuesday, 26th June, 2002 at 2.30 p.m. in the Council Chamber, County Hall, Riverside, Sligo

CONFIRM MINUTES OF S. P. C. 1 MEETING

Proposed by Councillor D. Bree,
Seconded by Councillor S. MacManus

AND AGREED

“That the minutes of the Strategic Policy Committee No. 1 meeting held on 18th February, 2002 be confirmed”.

MATTERS ARISING:

Following a question from Councillor Bree, P. Forkan clarified that the meeting proposed to be held on 19th June had been deferred at the request of the Cathaoirleach, Councillor P. Barry.

MANAGER’S REPORT:

(on pre-draft submissions, observations and matters arising out of consultations on the preparation of Sligo and Environs Draft Development Plan, 2002).

Eoghan Ryan outlined the Development Plan process undertaken to date and stated that local community groups and key infrastructure and service providers within Sligo and its environs had been consulted.  Public meetings had been held, advertisements on radio and in local newspapers had been placed and an extremely broad consultation process had been undertaken in order to comply with the requirements of the Planning and Development Act, 2000.

He stated that the Manager’s Report, under consideration at the meeting, was the culmination of the pre-draft Plan consultation process and was an opportunity for the elected Members to have an input into the preparation of the Plan and to issue a direction to the Manager regarding the preparation of the draft Development Plan.

It was agreed, on a proposal from Councillor MacManus,
Seconded by Councillor McGarry

“That the S. P. C. Meeting would only examine matters relating to the County Council area”.

Eoghan Ryan, N. B. A., highlighted for the Members the issues raised in the submissions received and observations made during public meetings.  He summarised the Manager’s opinion and recommendations on the policies to be included in the Draft Development Plan.  P. Forkan confirmed that copies of the submissions received were available for inspection in the Borough Council and County Council offices.  Councillor McGarry and Mr. Kilgannon welcomed the report and they were advised that any submission by the V. E. C. re. their premises would be taken into account in drafting the Plan.

It was proposed by Councillor McGarry,
Seconded by Mr. F. Brannigan

AND AGREED

“That the Manager’s Report be approved by the S. P. C. and that it be recommended for acceptance to the next Council meeting”.

NORTH WEST LINEAR PARK:

Mr. P. Flanagan, S. E. E. gave details of the proposed North West Linear Park which would be funded by Interreg, I. F. I., Northern Ireland Tourist Board and Bord Failte.  Contributions were being sought from the eight local authorities involved in the project and £3,000 sterling was being sought from Sligo County Council. 

It was proposed by Councillor McManus,
Seconded by Councillor McGarry

AND AGREED

“That S. P. C. 1 recommend to the County Council that funding in the sum of £3,000 sterling be provided”.

P. Flanagan agreed to circulate copies of the North West Linear Park Report to each member of the S. P. C. for their information.

PLANNING ACT AND DEVELOPMENT CONTROL REGULATIONS:

F. Moylan, S. E. P. gave a summary of the steps in making a planning application under the Planning and Development Regulations, 2001.  It was agreed that copies of the handout circulated at the meeting would be made available at the public counter and that each member of the Council be issued with a copy.

VILLAGE DESIGN STATEMENTS BALLISODARE AND GRANGE:

A report on the Village Design Statements, prepared by Siobhán Ryan, Heritage Officer, Sligo County Council/Sligo Borough Council was considered by the Members. 

It was proposed by Councillor Barry,
Seconded by Mr. Kilgannon

AND AGREED

“That the S. P. C. No. 1 recommend that both Village Design Statements go forward to the Council for adoption at its next meeting as non-statutory, supplementary planning guidance.

DATE OF NEXT MEETING:

The next meeting was arranged to be held in September 2002 on a date yet to be arranged.
