Minutes of The Meeting of Sligo-Drumcliff Municipal District Held on Monday 10th March 2025 At 09.30am in The Chamber, County Hall, Riverside, Sligo.

1. MINUTES OF MEETING OF THE MUNICIPAL DISTRICT OF SLIGO – DRUMCLIFF HELD ON 20TH JANUARY, 2025:

2. MATTERS ARISING:

  • Update on Mill Apartments in Ballisodare – item on this agenda
  • Pathway at Ahamlish burial ground
  • Update in relation to the Pedestrian Crossings at Cliffoney and Ballysadare
  • Gully cleaning in North Sligo - when it will be done
  • Road Marking between Carney and Maugherow.

 

3. UPDATE REPORT ON THE CROÍ CÓNAITHE TOWNS FUND - VACANT PROPERTY REFURBISHMENT GRANT:

Mr. A. Grandison gave an update for the Sligo – Drumcliff MD area as follows:

  • 111 applications have been received
  • 93 initial inspections have been completed
  • 93 grants were approved
  • 2 grants were rejected
  • 7 applications were withdrawn by the applicant

There were sixty-seven urban grants, and forty-nine rural grants allocated. Twenty five applicants have received payment.

Following a query from Councillor Thomas Healy in regard as to the reasons applications were withdrawn or works did not go ahead, Mr. Jim Molloy Director of Service agreed to contact the Vacant Homes Section who will revert to applicants by email to ascertain this information.

 

Mr. A. Grandison left the meeting at 9.50am.

Ms. M. Whelan, Director of Finance joined the meeting.

 

4. TO CONSIDER THE SCHEDULE OF MUNICIPAL DISTRICT WORKS 2025- INCLUDING DRAFT ROADS, TRANSPORTATION AND INFRASTRUCTURE PROGRAMME:

At the outset Mr. Paul O’Rourke, A. Senior Engineer informed the meeting that the Department of Transport allocation of €18.8m, NTA Allocation of €3m, SCC €1.248m and SCC own resources of €1.86m are acknowledged while the TII Allocation has not been received to date.

Members queried the following: 

  • No costing for Restoration Improvement Programme
  • CIS and Lis not getting appropriate allocation
  • N59 from Ballisodare
  • Safety Improvement Scheme allocation welcomed
  • R284 at Gleann
  • Bridgeworks – Ballintogher, Coolaney/Collooney road
  • Toberbride to Collooney allocation

Mr. Jim Molloy DOS agreed the LIS applications on hand will be prioritised but noted the 2025 allocation will be advertised in due course.

Mr. Jim Molloy DOS informed the meeting that TII budgets are allocated from the Department of Transport.  It was agreed that a representative from the SRDO office be requested to attend MD Meetings going forward.   Mr. Molloy to contact Members when the allocations have been received.

Following a query from Councillor D. Gilroy in regard to roadworks at Ballintrillick, Mr. Paul O’Rourke A/Senior Engineer informed the meeting that SCC is constrained with budget allocations received.  Mr. Paul Hampson SEE added that SCC is one of the first LAs to have procurement advanced and contractors on site.  This procurement is proving good value for money resulting in works being carried out early in the season.  Following further discussion, Mr. Jim Molloy DOS agreed to arrange a presentation at the next MD meeting in regard to the 3 year Road Works Schedule and noted a new format of presenting the proposed Road Works Schedule is being considered to allow members more time to assess the proposed programme and to have a more improved consultation process with Members. 

A discussion took place in regard to estate management within the Municipal District.  Mr. Jim Molloy DOS confirmed SCC are not in a position to carry out works in privately owned estates.  It is noted Community Groups can apply for funding to carry out works in estates.

5. PROPOSED BUS SHELTERS/BUS STOPS BEING PROPOSED IN SLIGO DRUMCLIFF MD:

“Subject to Motion No.18 in the Sligo – Drumcliff meeting, 20th January 2025, that this Municipal District detail all proposed bus shelters/bus stops being proposed across the Sligo – Drumcliff MD, that a clear policy on the rollout be explored/reviewed at the SPC on Infrastructure and that a report be issued in Q4 on the spend from the allocated 500k”

Mr. Paul O’Rourke A/SE reported that SCC are stakeholders in the delivery of Sligo’s Bus Enhancement Programme. SCC are working in conjunction with the NTA and the Bus Service providers in delivering the programme . The NTA has allocated €500,000 to SCC for the 2025 Bus Enhancement Programme . The table below details the current stage of the programme in the Sligo- Drumcliffe MD.

Councillor T. Walsh queried the provision of poles as opposed to bus shelters and noted his disappointment that Carraroe was not included on the list provided.   Mr. O’Rourke informed the members that the NTA are the budget holders and manage the process, SCC are stakeholders/facilitators and monitor the contractors.   Mr. O’Rourke is to attend a meeting with NTA on Wednesday next in regard to costings for 2025.  The NTA have indicated that they no longer have a design consultant or contractors on board.  It was queried if SCC could take over the management of this process due to the slow nature of progress presently.  Mr. Jim Molloy replied that while SCC have the expertise and local knowledge of where bus stops are required, it would put pressure on the team here being a new function.  He added that a licence is required to operate bus routes with bus stops assigned to the licence.   The NTA design the bus shelters, widths of paths/heights of paths, etc.  It was requested that that a presentation be made to the Municipal Districts or to the Plenary meeting in this regard.   Mr. O’Rourke A/SE to review this request in regard to locations and provisions of bus shelters and provide costings where possible.

Councillor Casserly requested that a bus shelter at Dunleavy’s shop at Maugherow remain on the list.

 

6. “ TO REQUEST SLIGO COUNTY COUNCIL TO WRITE TO UISCE EIREANN FOR UPDATE ON 1.MULLAGHMORE WWTS AND 2. BALLYGAWLEY VILLAGE WWTS:

“That Sligo County Council write to Irish Water seeking an update on what work has taken place to date and ask them to outline the proposed project delivery timelines on each project for 1. Mullaghmore Wastewater Treatment System and 2. Ballygawley Village Wastewater Treatment System” 

Mr. Paul O’Rourke A/SE noted a further email was sent to Uisce Eireann on 4.3.2025 but no reply has been received to date.  Ms. Sarah McNamara, Meeting Administrator to contact Uisce Eireann again and seek timelines for both projects.

7. POTHOLE REPAIR AT SHANNON OUGHTER AND HEDGES AT OLD BUNDORAN ROAD:

“To request pothole repairs to be carried out at Shannon Oughter and the hedges at the old Bundoran Road intersection to be cut in the interest of pedestrian and driver safety.” 

Mr. Paul Hampson, Senior Executive Engineer informed the meeting that pot hole repairs will be added to the area list and staff will endeavour to carry out repairs when the patching plant is next in the area.  Regarding hedge cutting it should be noted that under the Roads Act that this is the responsibility of the land owner. Sligo Co Co will examine the locus in question and determine if there is a Junction Safety issue and the next course of action. 

 

8. UPDATE ON SOCIAL HOUSING TO BE BUILT IN SLIGO DRUMCLIFFE MD:

“To call on Sligo County Council for an update report on the social housing to be built in the Sligo Drumcliffe area”.
“Update on time frame for all projects start dates and finish dates”. 
“Is the following areas in the programme for Social Housing  - Ballintogher, Maugherow, if so how many houses”. 

The following reply was furnished by Ms. Emer Concannon, Director of Service, Placemaking.  
The status of projects in Sligo’s Housing Delivery Action Plan 2022-26 (HDAP) for the Sligo Drumcliff Municipal District is as follows: 

SCC SHIP DELIVERY: 

Carney (25 Units) – on site 

  • Project commenced 31st October 2024
  • Estimated substantial Completion date 30th January 2026 

Grange (16 Units) – anticipated tender issue w/e 21.02.25 

  • Estimated commencement 19th May 2025
  • Estimated substantial Completion date 29th May 2026 

Collooney (31 Units) – anticipated tender issue via Regional D+B Framework w/e 14.03.25 

  • Estimated Contract Commencement 26th May 2025
  • Estimated substantial Completion Date 21st August 2026 

  Ballintogher (10 units) 

  • Pre-connection enquiry form with UE
  • Design team procurement to be undertaken by SCC

PART V DELIVERY

There are no social housing units identified in the Maugherow area for development within the projects outlined in the 2022-2026 HDAP. 

It was noted that no representative from Housing Capital Section was in attendance at the meeting.  Mr. Jim Molloy DOS agreed to follow up on details for proposals at Ballintogher and circulate to members.

 

9. REQUEST FOR BIKE STANDS AT ROSSES POINT PLAYGROUND, COTTAGE CAFÉ/SHOP AND AT SWIMMING POOL:

“To request new bike stands be fitted at various locations in Rosses Point including suggested locations at the new playground, at the Cottage Cafe/shop and at the swimming pool”. 

Mr. Paul Hampson Senior Executive Engineer reported that the Active Travel Team have procured a number of bike stands and in conjunction with the Area Engineers will review suitable locations for installation during 2025.   Councillor M. Casserly requested that Mullaghmore be supplied with a bike stands as it is a designated WAW destination.  She added Grange Car park beside the playground if possible.  Mr. Paul Hampson, SEE requested that Members notify the Active Travel Team of locations and a priority assessment will be carried out.

 

10. SAFETY CONCERNS ON R287 CALRY ROAD:

“To call on Sligo County Council to address safety concerns on the R287 Calry Road where part of the road has subsided, an update report is required as to what work is to be carried out along this route following the meeting that took place with the Calry action group”. 

Mr. Paul Hampson Senior Executive Engineer informed the meeting that funding has been secured under the Safety Improvement Works for 2025 from the Department of Transport for remedial safety issues at the junction of R-278/ L-7418-29 Loughanelteen, Calry. 

The section of road that has subsided will be examined and remedial measures will be implemented subject to adequate funding being available. 

Councillor Healy thanked the SCC staff for works carried out on this regional road and thanked staff for cutting trees at Deerpark.   He requested that the Area Engineer meet with him on site in regard to drainage issues.

 

11. ROAD MARKINGS, SIGNAGE AT NORTHERN JUNCTION OF CARNEY VILLAGE AND REQUEST FOR FOOTPATH EXTENSION AT LISSADELL/MAUGHEROW ROAD:

“To request that the road markings, junction and signage be augmented at the northern junction of Carney village as it is now more difficult for large vehicles and Agri vehicles to negotiate the junction without moving into the opposite lane and to also request that funding be sought for the existing footpath leaving the upper end of the village to be extended further along the Lissadell / Maugherow road because of the recent increase of young families taking up residence along the road”. 

Mr. Paul Hampson, Senior Executive Engineer confirmed that the Area Engineer will inspect and assess the junction in terms of road markings and signage. Any items requiring remedial measures or upgrades will be addressed subject to funding. There is currently no funding available to extend the footpath along the Lissadell / Maugherow.

 

12. PROVISION OF SAFE PEDESTRIAN ACCESS AT KNOCKBEG COLLOONEY:

“That Sligo County Council provide an update on the provision of safe pedestrian access at Knockbeg in Collooney.” 

 Mr. Paul Hampson, Senior Executive Engineer reported that the proposed Active Travel project for Knockbeg did not progress due to Environmental constraints on the land required for the project. There is currently no funding available for the provision of a pedestrian crossing at this location. 

Following concerns of Members, Mr. Paul O’Rourke A/Senior Engineer confirmed he has had numerous discussions with the NTA in regard to this location.  Councillor Walsh added that an apartment complex is near completion, residents with young families will be utilising the footpath in this area and queried if the other side of the road would be a viable option for the pedestrian access.

Mr. O’Rourke agreed to contact the NTA again and possibly look at this scheme under a Permeability Link.  Mr. O’Rourke to follow up also if Former National Roads funding could be made available.  Councillor Gilroy suggested this matter be discussed as the next SPC meeting.

 

13. UPDATE ON STRUCTURAL ASSESSMENT OF THE OLD MILL APARTMENT COMPLEX IN BALLISODARE VILLAGE:

“That Sligo County Council provides an update on the structural assessment of the Old Mill Apartment Complex in Ballisodare Village”.

Mr. Jim Molloy, DOS reported that a comprehensive conditional survey was carried out by Structural Engineers on the Mill Apartment Complex, Ballisodare, Co. Sligo, in October 2024. The findings of this survey highlighted several significant issues with the complex, which were shared with the property owners. Sligo County Council are waiting on the property owners to submit proposals for the property to the Council. 

Councillor Walsh queried:  if owners have responded and if have owners given timeline of works.

Councillor Walsh requested copy of the reply received when furnished by the Owners.  Councillor McSharry noted that this property had recently won the accolade of “Best Eyesore in Co. Sligo” as published in the Sligo Champion.

Mr. Jim Molloy, DOS informed the meeting he had met with developers, who are reviewing cost, agreement is required if SCC are to accept the report.  Mr. Molloy added that Planning Enforcement Section is proceeding under the Dereliction process.  He confirmed that once a property is entered on the Dereliction Register, regardless of ownership, the property will remain on the Register.  He stated that SCC Housing Department have met with developers separately seeking a plan be put in place as regarding the proposed future use of the building.   Following further discussion, Mr. Molloy reported that the developer will come back with a report outlining the proposed plan for the building and this report be furnished to the Department who has funded the report.  Following further queries, Mr. Molloy confirmed that the meeting with the developer was held in late January/early February 2025, while Sligo County Council commissioned the report, the report was forwarded to the Department.  It is noted the Department and Co Co are engaged with all aspects of the procedure.  Mr. Molloy will revert to the Members when further information is available.

 

14. UPDATE ON ROSSES POINT MARINA PROJECT:

“That Sligo County Council provide an update on the Rosses Point Marina Project and detail what work is taking place on this potential project which would have significant benefits for the North West.” 

Mr. Jim Molloy DOS read the following report as submitted by Ms. Emer Concannon, A/DOS Placemaking.   Sligo County Council is supportive of the potential development of a Marina at Rosses Point and acknowledge the potential benefits such a project would have if developed successfully. In common with similar projects of this nature the design and statutory consent process will require specialist inputs and will be complex in nature. 

Sligo County Council is currently preparing an application in respect of the Rosses Point Marina Project for submission to the fourth call for Category 2 of the Rural Regeneration and Development Fund (RRDF), the deadline for which is the 14th of March 2025. The purpose of category 2 funding is defined as “project development and enabling initiatives” to reach “readiness” to apply for Category 1 RRDF funding at a future date. 

The Members thanked SCC for preparing the application and will welcome the Project.

 

15. PROPOSED PURCHASE OF CARRIGEEN HEALTH CENTRE:

“To ask the Executive have the Council plans to buy the Carrigeen health centre in Maugherow  from the HSE, and if they do plan to purchase the building  what potential plans have they are the for the site”.

Mr. Paul Hampson, Senior Executive Engineer reported that having examined this site, it is unlikely that Sigo County Council will be purchasing the Carrigeen Health Centre in Maugherow from the HSE. 

 

16. TO ASK NBI TO IMPROVE RESTORTION TIMES OF OUTAGES:

 “Sligo County Council to write to the National Broadband Ireland to ask them to improve their restoration times when they have outages and to improve their restoration times and communication with timelines for customers in the Sligo Drumcliffe municipal area . Constituents in this area  post storm damage have suffered up to 5 to 6 weeks of outages and prior to the storm they have reported unreliable internet with frequent outages”.

It is noted that 5 drop in “Hubs” were available throughout the county at that time.  Ms. Sarah McNamara, Meeting Administrator to write to NBI as outlined above.

 

17. LIST OF PLAYGROUND PROJECTS PLANNED FOR SLIGO DRUMCLIFF MD, INCLUDING CARNEY AND RANSBORO:

“To ask the Executive for a list of all playground projects that are been planned for in the Sligo Drumcliffe MD? What grants are available for other communities such as Carney and Ransboro to plan for a playground”.

Mr. Paul Hampson, Senior Executive Engineer reported the Council has not received any funding requests for playground projects in the Sligo Drumcliff district area.

Progression of community playgrounds and applying for grants for playground development is generally a local community group action. Funding sources for playground development can vary – there isn’t a specific dedicated central funding source for playground development for any community.  A non-exhaustive list of potential funding agencies for playgrounds, with varying application requirements and different levels of difficulty to access include:-  

Clár 
Sligo Leader 
Town and Village Renewal 
Community Recognition Fund 

Mr. Jim Molloy DOS added that Members should contact the Area Engineer who will assess the proposal.

Councillor Casserly noted that a grant of €45,000 had been received under the Clár funding for the upgrade of the playground at Grange but €5,000 matching funding has to be supplied by Community groups/Volunteers.  Funding also has to be fundraised for to pay for upgrading of new equipment, maintenance, insurances, repairs etc.  Councillor Walsh added that PPN has carried out a lot of work in this area but noted insurance costs for the playground at Sooey/Ballintogher/Ballygawley is too expensive and questioned if a scheme could be put in place to cover the payment of insurance fees between the Community and IPBMI.

 

18. INCLUSION OF L3203-0 EACH SIDE OF THE JUNCTION WITH L73031-0 IN THE 2025 RI PROGRAMME:

“To ask for Sligo County Council to include the section of the L3203-0 each side of the junction with L73031-0 be included as an emergency measure in the 2025 RI Programme as the surface layer is completely gone off the road and cars and buses are skidding on the bare tar as the approach the junction from each side”.

Mr. Paul Hampson Senior Executive Engineer confirmed the above junction will be assessed by the Area Engineer under the technical criteria for road repair works and if deemed suitable can be included in future works programme which are selected on a priority basis.

 

19. TRAFFIC CALMING AT JUNCTION OF N15 AND L3304-0 AND L7401-0 AS WELL AS ENTRANCE TO HENRYS RESTAURANT AND ROASTED & TOASTED DRIVE THROUGH COFFEE DOCK:

“Traffic on this stretch of road is extremely fast and with so many junctions Traffic calming of some sort is very much required.” 

Mr. Paul Hampson, Senior Executive Engineer read the following report submitted by Ms. Emer Concannon A/DOS Placemaking.  “Sligo County Council through the Sligo Regional Design Office is currently advancing a number of Road Safety Improvement Schemes along the national roads in County Sligo. These Schemes are funded by Transport Infrastructure Ireland. The location of Road Safety Improvement Schemes are identified by analysing collision history (to identify high collision locations) and through road safety inspections (which highlight road safety issues) completed on behalf of Transport Infrastructure Ireland by road safety experts. 

Road Safety Improvement Schemes are advanced at high collision locations as first priority, with locations where road safety issues have been identified a secondary priority. 

The location in the NOM (Henry’s Bar and Restaurant and surrounding junctions) has not been identified as a high collision location in the two most recent rounds of analysis (2018-2020 and 2020-2022). Issues have been identified at this location through the road safety inspection process. 

Sligo Regional Design Office currently have a full programme of Road Safety Improvement Schemes for 2025. The location can be considered in the review of Road Safety Improvement Schemes for 2026 (through discussion with TII Regional Road Safety Inspection Engineer).  However, there is no guarantee a scheme at this location will be funded/prioritised as high collision locations in the county will take priority.” 

Councillor Gilroy noted the Collision History data is not available in accordance with GDPR.

 

20. ROAD TRAFFIC (SPECIAL SPEED LIMITS) BYE LAWS:

 “That Sligo County Council as part of the review of the Road Traffic (Special Speed Limits) Bye Laws the following areas are amended”: 

 Schedule A 

Roads currently at 80kph be reduced to 60kph 

 Cliffony – The Sligo to Bundoran Road (N15) from a point 225 metres northeast of its junction with Local Road (L-7114-0) to a point 111 metres south-west of the said junction. 
Drawing Ref; SSL/2019/205. 

14) Cliffony – The Sligo to Bundoran Road (N15) from a point 280 metres southwest of its junction with the Newtowncliffony Road (L-71201-0) to a point 208 metres south-west of its junction with the Mullaghmore Road (R279).

The Sligo to Bundoran Road (N15) at Castlegal N.S. from a point 330 metres north-east of its junction with the Castlegal Road (L-7105-0) to a point 195 metres south-west of the said junction.

A speed limit of 60km/h shall be applied at the following location :- 

The Sligo to Bundoran Road (N15) at Carns N.S. from a point 159 metres north-east of its junction with local road L-7121-21 at Carns National School, to a point 150 metres south-west of the said junction. 

 

 Schedule C 

That for a distance of 300m each side of all areas mentioned in Schedule A and Schedule B of this motion the speed limit be reduced to 80kph.” 

 

Mr. Paul O’Rourke, A/SE confirmed that the Department of Transport have issued guidelines for the setting and managing speed limits in Ireland. These guidelines will be followed in the preparation of draft byelaws for the County Sligo speed limit review. The current review is focused on urban speed limits.  The areas outlined in the notice of motion will be considered as part of the Speed limit review process currently underway.

Councillor Gilroy noted the Members would like to view the Guidelines.  He added that temporary speed limits at two schools in the MD are not being adhered to, i.e. Carns NS and Castlegal NS.

25. ANY OTHER BUSINESS:

Councillor D. Gilroy thanked the Members and everyone who attended the meeting in Rathcormac NS recently in regard to the N15.  The Minister has agreed to meet the MD Members together with the Chief Executive and Mr. Bernard Scott Senior Engineer.  Councillor Gilroy also thanked Deputies Scanlon and Harkin.  It is noted, the date of the deputation will be finalised after St. Patricks Day.  It was agreed that all Sligo Drumcliff Members, 2 from SCC, all TDs and Senator Nessa Cosgrove will be invited to attend the meeting.  Mr. Jim Molloy DOS advised that the MD Members, Oireachtas Members and Roads Department Staff meet prior to the meeting with the Minister.  Mr. Molloy to follow up on collision data.
