Minutes of meeting of The Municipal District of Sligo-Drumcliff held on Monday 17th February 2020 at 12.00 p.m. in The Council Chamber, County Hall, Riverside, Sligo

CATHAOIRLEACH:

The Cathaoirleach, Councillor Tom Fox, presided and welcomed those present to the meeting, the purpose of which was to consider the Schedule of Municipal District Works for 2020.

 

1.  SCHEDULE OF MUNICIPAL DISTRICT WORKS 2020 – INCLUDING DRAFT ROADS, TRANSPORTATION AND INFRASTRUCTURE PROGRAMME:

At the outset, Ms. Marie Whelan, Head of Finance and Mr. Tom Kilfeather, Director of Services, introduced the Item, explaining to Members that the Schedule of Municipal District Works is being presented at this time following the adoption of the budget and receipt of allocations from the Department of Transport, Tourism & Sport and Transport Infrastructure Ireland (T.I.I.).  

Before handing over to Mr. Tom Brennan, Senior Engineer, Mr. Kilfeather informed Members of the significant differences in this year’s programme which include the addition of the Sligo-Drumcliff Municipal District, the provision of a €300,000 Footpath Improvement Scheme for the County and the availability of additional funding through Community Involvement Schemes, CLÁR schemes etc.

Mr. Brennan then proceeded to take Members through the proposed programme of works which had been circulated in advance of the meeting.  The programme specified the allocation of funding received, together with a detailed breakdown of all planned expenditure for the year in relation to specific projects and categorised headings and outlined each individual category that related to the Municipal District.

Mr. Brennan reported that approximately €73.7m has been allocated for the improvement/maintenance of the public road network in Co. Sligo.  The key funding agencies consist of T.I.I. (€54.5m), Department of Transport, Tourism and Sport (€17.9m) and Sligo County Council (€1.3m).

Members thanked Mr. Brennan and his team for a comprehensive report and for works that have been carried out to date.

In reply to specific queries, Mr. Brennan and Mr. Kilfeather replied as follows:

Cashelgarron Pavement Improvement Scheme:

A figure of €1,000,000 has initially been allocated to the Scheme which is planned to provide for the replacement of the existing road surface for a length of 3 km.  The full cost of works will be determined by the tender process and further engagement with T.I.I. It is envisaged that the improvement works will be carried out over a twelve week period commencing in the second half of 2020, all subject to T.I.I. approval.

Coastal Protection Works:

Works are mainly funded by the Office of Public Works (OPW).  The figure of €20,000 quoted in the Programme refers to protection works for all of County Sligo.

Ballygawley Pedestrian Crossing:

The inclusion of public lighting in the immediate vicinity of the crossing would extend the design considerably however the matter can be examined.  

Slip Road from Collooney N.S. to N4:

The issue highlighted by Councillor Healy will be investigated.

Traffic speed through villages:

Members were advised to write to T.I.I. regarding issues in the above.

Members welcomed funding for the treatment of Japanese Knotweed and maintenance of the public convenience in Mullaghmore.  They also highlighted the capacity issues in graveyards in the Municipal District and queried the availability of engineering staff necessary to carry out the capital projects outlined in the programme of works.
