Minutes of the Meeting of the Municipal District of Ballymote-Tubbercurry Held on Monday 23rd January, 2023 at 2.00 Pm In Teach Laighne, Tubbercurry, Co. Sligo.

2.MATTERS ARISING:

3. NOMINATION OF REPS (2/3) TO ATTEND LOCAL LINK MEETING:

“To nominate Councillors Taylor, Mulvey and Mullaney to represent the Municipal District of Ballymote-Tubbercurry at Local Link Meetings with Donegal, Sligo and Leitrim.”

 

4. TAKING IN CHARGE ROAD AT BUNNINA DROMARD:

At the request of Councillor J. Queenan this item was deferred to the agenda of the next Municipal District meeting.

 

5.TRAFFIC CALMING AT KILGLASS:

“That Sligo Co provides traffic calming at Kilglass as requested by Kilglass Community Council.  We would like to officially request that the speed limit is reduced through the village from before the National School until after the Church, a distance of 500-600 meters.  There are currently 120 children attending the school with high volumes of traffic in the morning and afternoon.  The school is located very close to the road and the 80km speed limit is a daily hazard to both children, parents, and road users.  We are about to start development on a new Digital Hub and Community Centre beside the church which again will increase traffic levels.  

Ideally, we would prefer a 50km speed limit as is the case in other villages, however, as we are not zoned as a village I understand this may not be possible.  In which case a 60km speed limit would be preferable.”

P Hughes SEE reported that Sligo County Council have carried out substantial traffic calming works in this area in the last 3 years which has helped to reduce speed in the area.  A reduced speed limit for this section of road will be considered in the next review of speed limits for the county. 

It was agreed by the Cathaoirleach to take items 10 and 12 next.

 

10.  SPEED LIMIT AT SKREEN AND DROMARD:

“To call on Sligo council to review the speed limit at Skreen and Dromard community centre on the N59. Given the Garda and the speed van operators have inspected the location and have determined the distance in the reduced speed limit is too short to enforce. I ask the council to engage with the Garda and the TII.” 

 P. Hughes SEE reported that Sligo County Council will engage with the Gardai and TII and consider any proposals suggested by them in relation to a review of the speed limits in the area. New bye-laws were adopted a short time ago and if a change to the speed limit was proposed the County speed limit bye laws would have to be amended and Sligo County Council would have to carry out the procedures to enable the speed limit change.

 

12.  SPEED LIMIT ON L 1502-0 CARRIGANS:

To call on Sligo County Council to review the speed limit on L1502-0 Carrigans Ballymote with a view to reducing it.”

P. Hughes SEE reported that this is a local road, and it is not proposed to review the speed limit there at present.

 

6.N4 ROUNDABOUT AT CASTLEBALDWIN:

“To call on TII to address the safety issues on the N4 roundabout at Castlebaldwin.”

Mr. P. Hughes SEE reported that the Sligo Regional Design Office acknowledge the motion raised by Councillor Mullaney and is addressing the perceived safety issues on the approach to the N4 roundabout at Castlebaldwin. Given this roundabout was constructed as part of the N4 Collooney to Castlebaldwin Road Project, the matter falls under the remit of this construction contract. As part of this contract a Safety Audit process (referred to as Stage 4 Road Safety Audit) has been undertaken in accordance with TII Standard GE-STY-01024 and is currently being closed out. Following closeout, the proposed remedial works will be organised by the Sligo Regional Design Office.    Ms. E. Concannon A/DOS confirmed to the meeting that any necessary works will be carried out.

 

7.  ACCESS TO AIB TUBBERCURRY:

We call on Sligo County Council to write to AIB bank Tubbercurry to seek a ramp be put in place outside the main entrance of the bank building to assist elderly customers and people with Mobility issues as the concrete steps in place at present outside the bank are causing a difficulty.”

 P. Hughes reported that Sligo County Council is in discussion with the AIB regarding this matter. It is hoped that a solution can be found and that works can be concluded in 2023. Mr. D. Golden, EE added that the building is a listed building, and any proposals have to be considered by the Planning Department.

 

8.TRAFFIC CALMING IN BUNNINADDEN:

“I call on Sligo County Council to contact the TII with the request to have an effective form of traffic calming such as a speed ramp installed in Bunninadden village which is on a main regional road R296 from Ballymote to Tubbercurrry in the interest of safety. There is a National school, a Community centre and Church all located close to the centre of the village. These buildings are regularly occupied, and local community groups feel the speed is too fast coming into and exiting the village and are fearful of an accident.”

P. Hughes SEE reported that Sligo County Council will discuss this location with the NTA re. an Active Travel scheme and the Department of Transport re a LCAS but the installation of speed ramps at this location is not possible. It should be noted that the speed limit with this village is 50Km/Hr and activated speed signs are already in place on both approaches to the village (R296). Should the residents believe that motorists are travelling in excess of the legal speed limit this matter should be brought to the attention on An Garda Siochana with a view to increase monitoring or deployment of a speed van.

 

9.  DISABLED PARKING AT LOFTUS HALL BALLYMOTE:

“To call on Sligo County Council to provide a disabled parking set down zone outside the Loftus Hall Ballymote.”

P. Hughes reported there is no space for a disabled parking set down zone beside Loftus Hall. It is located at the junction of 2 busy Regional Roads - R293 and R296.

The owners of the hall might be able to provide a disabled car parking space within their car park. 

Following a discussion, it was agreed the Owners of the hall may investigate the possibility of Clár funding to extend the car park.

 

11. THREE BRIDGES IN WEST SLIGO:

“To call on Sligo County Council to prepare an update on 3 bridges in West Sligo

1. Trawee. 2.Taylor's bridge 3. approaching road to Dunmoran Strand”

P. Hughes, SEE reported as follows:

Taylors Bridge, Farnaharpy, Skreen, West Sligo – Funding has been sought under the Bridge Rehabilitation Programme to widen Taylors Bridge in 2023. This project is currently at design stage.  

Ardnaglass Bridge, near Dunmoran Strand, West Sligo – Bridge Repair Works are scheduled to be carried out here during late Spring / Summer 2023. 

Trawee Beach Bridge, Aughris, West Sligo – Sligo County Council Bridges Section will survey the bridge to assess its suitability for inclusion in future Bridge programmes. 

Mr. Hughes added the 2023 allocation has not been received to date.

 

13.UPGRADING OF STREET IN RIVERSTOWN VILLAGE:

To call on Sligo County Council for upgrade of street in Riverstown village “

P. Hughes SEE reported the surfacing of the street in Riverstown is not included in the Restoration Improvement Multi- Annual Programme 2022-2024. It will be considered for inclusion in the next Multi-Annual Programme.

Councillor Baker noted his disappointment and asked that every assistance be given to the Tidy Towns Committee in Riverstown to support their work in the village.

Councillor Mullaney noted disappointment re correspondence to Vodafone.

 

17. DATE OF NEXT MEETING:

It was confirmed that going forward MD meetings will be held on the 3rd Monday of every alternate month with the exception of when there is a Bank Holiday on the first Monday.

The next meeting was fixed for Monday, 20th March, 2023 at 1.30pm in Teach Laighne.

 

18. ANY OTHER BUSINESS:

LOUGH NA SUIL:

Following representations from Councillors G. Mullaney and M. Baker, Mr. P. Hughes SEE informed the members that Mr. Val Baynes, SEE has engaged a Consultant to carry out a study of the lake and a report should be available for next MD Meeting.
