Minutes of the Budget Meeting of the Ballymote-Tubbercurry Municipal District Held on Monday 24th October, 2022 at 2.30 Pm in Teach Laighne, Tubbercrury, Co. Sligo.

CATHAOIRLEACH:

The Cathaoirleach, Councillor Martin Baker, presided and welcomed all present to the meeting before handing proceedings over to Ms. Marie Whelan, Head of Finance.

 

1. TO CONSIDER THE DRAFT 2023 BUDGETARY PLAN FOR THE BALLYMOTE – TUBBERCURRY MUNICIPAL DISTRICT:

Ms. Whelan informed Members that the draft budgetary plan contained items of discretionary expenditure that apply to all three Municipal Districts.

Ms. Whelan went on to advise Members as follows:

  • The additional 15% LPT increase agreed by members equated to €673,202 which is a reduction on the 2022 amount.
  • There will be a gross amount of €400,000 for Housing Grants that will be match funded with €80,000 from the additional LPT 15% increase.
  • There will be €100,000 from LPT allocated towards the ongoing Footpath Improvement Scheme along with funds from the Councils own resources.
  • The balance of LPT equating to €493,202 will be allocated to Recreation and Amenity Capital Projects on a countywide basis.

Members put forward queries in relation to LPT, Active Travel Grants, Taking in Charge of Estates, Public lighting, 2023 Roads Programme and the new Workforce Plan which were answered by the Executive. Summary as follows:

  • Sligo County Council will keep 80% of LPT for local use with 20% going back into the Equalisation Fund for redistribution across all Local Authorities. Sligo will then be allocated an amount from the Equalisation Fund (20%)
  • Demands on funding for public lighting continues to exceed funding available leaving very little scope. The Regional Retrofitting Programme which is due to commence in Sligo in 2023, will assist in energy costs in the future. Noted out-of-order public lighting are being replaced with LED bulbs on an ongoing basis. To date, no allocation of Government support has been allocated for increased energy costs.
  • An Active Travel Fund of €3 million will see significant works being carried out in 2023.

Active Travel monies are allocated under a 5 year plan to Urban based projects.  While monies are geographically spread, the Executive will evaluate projects to maximise spending in the MD Area.
