14.  CALF LOAN TO CO-OPERATIVE HOUSING IRELAND SOCIETY LIMITED – APTS. 1-8, THE FAIRWAYS, TUBBERCURRY:

15.  QUARTERLY MANAGEMENT REPORT FOR Q2 2022:

16.  REVERSAL OF PROPOSAL TO BAN THE SALE OF TURF:

With the consent of the Cathaoirleach, this item, as listed by Councillor Healy, was deferred until the October Ordinary Meeting.

 

17.  REPORT ON CONDITIONS ATTACHED TO ONE OFF RURAL HOUSES:

“That Sligo County Council report based on the standard condition attached to most one-off rural houses

“The area between the new front boundary wall and the edge of the public road shall be cleared, soled in road making material, graded, levelled and surfaced to a standard suitable and to the satisfaction of the planning authority.  The finished level of the area soled in road making material shall be a minimum of 200mm below the existing road centre line level.”

Confirm who is responsible for the maintenance and future surfacing of this area.”

The Members were advised that this condition is applied when an applicant is required to set back their boundary wall.  The property owner is responsible for the maintenance and future surfacing of the area.  

Councillor Gilroy asked that equal consideration be given to all areas in the carrying out of work to house fronts are being carried out in line with roadworks and noted that homeowners may be willing to contribute to the cost of such works.  Some homeowners have difficulties accessing their properties due to the difference in height between the newly surfaced road and their house fronts.

It was agreed to contact local engineers in relation to having works carried out to house fronts in conjunction with road works being carried out.

Acting Director of Services, Ms. Concannon advised the Members that it is not always practical to carry out these works.  The issue is not straightforward, but consideration can be given to the carrying out of works at house fronts provided that the area has been properly prepared by the homeowner as specified in their planning permission conditions.  The matter can then be brought to the relevant SPC for further consideration.

 

18.  PRIDE COLOURS ON PEDESTRIAN CROSSING NEAR SLIGO COMMERCIAL CENTRE:

“That Sligo County Council select a pedestrian crossing near the Sligo commercial centre to be painted in the PRIDE colours as a gesture of support to the LGBTQ+ Community in Sligo and to show that after the awful events of 2022 that Sligo is a place of welcome to all. “

Ms Concannon, Director of Services, advised the meeting of the markings at pedestrian crossings are regulatory, therefore Local Authorities are compelled to install road markings as prescribed in the Traffic Signs Manual.  The NCBI has contacted the Council raising concerns around this matter as a coloured crossing may compromise the ability of visually impaired people in crossing the road.

It was requested that consideration be given to an alternative proposal to show support and solidarity with the LGBTQ+ community in Sligo following the horrific events that took place in the town earlier this year.

 

As items 19 and 34 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

19.  &  34.  HEADSTONE & RESTORATION WORKS ON GRAVE OF MR. P.A. MCHUGH, FIRST CHAIRPERSON OF SLIGO COUNTY COUNCIL:

“Noting that Mr P.A. McHugh was the first ever Chairperson of Sligo County Council, this Council indicates its support for the proposal to have a headstone placed on his final resting place in Sligo Cemetery and further the Council agrees to provide a grant as a contribution towards the cost of the headstone and restoration works.”

"That Sligo County Council would acknowledge Mr P.A McHugh 1854-1909, as the first Chairman of Sligo County Council and as a former Mayor of Sligo on six occasions by assisting in the provision of a headstone at his grave in Sligo Cemetery.”

Acting Director of Services, Ms. McConnell, advised the Members that there are no funds currently available to provide a contribution towards the cost of providing a headstone and restoration works in Sligo Old Cemetery.  However, funding may be applied for any commemorative events associated with the commemoration and further advice is available from the Heritage Office, Sligo County Council. 

Following a discussion on motion, Chief Executive, Mr. Lydon advised the Members that the matter will be considered with a view to providing funding towards this project.

 

20.  INTRODUCTION OF WINDFALL TAX ON ENERGY COMPANIES EXCESSIVE PROFITS:

“For this council to write to the Minister for Finance to introduce a windfall tax on energy companies' excessive profits at a time when ordinary people cannot afford to heat their home, and the funds from this windfall tax be ring-fenced for redistribution over the winter to those most in need.  Can this motion also be shared with other local authorities around the country.”

It was agreed that the introduction of a windfall tax on energy companies’ profits needs to be a consideration of the Government in the upcoming budget, in order to provide supports to homeowners and small businesses during the current cost of living crisis.

Councillor Gilroy stressed that the general public needs to be made more aware of the savings to be made by switching energy providers on an annual basis.

 

21.  ORIS FUNDING FOR BEACH SHELTERS AT SUITABLE LOCATIONS IN CO SLIGO:

With the consent of the Cathaoirleach, this item, as listed by Councillor Casserly, was deferred until the October Ordinary Meeting.

 

22.  AUDIT OF DISABLED PARKING PLACES:

Proposed by Councillor A. Gibbons
Seconded by Councillor T. Fox

“That Sligo County Council carry out a county wide audit of the availability of disabled parking places.  This to include all urban areas and tourist amenities.  A copy of this motion to be sent to all Local Authorities in the state.”

Acting Director of Services, Ms. Concannon, informed the Members that, when resources permit, the Roads Department will prepare a list of the locations of disabled parking places throughout the county.  

It was also requested that consideration be given to provision of markings at drop kerbs to ensure that these locations would not be blocked by traffic at any stage.

Councillor Gibbons wished to acknowledge the provision of parking bays at the Garda Station in Sligo which he added, is a great benefit to the area.

 

23.  INTRODUCTION OF A STUDENT ACCOMMODATION STRATEGY:

“That Sligo County Council write to the Minister for Third Level Education Simon Harris to immediately introduce a student accommodation strategy.”

 

24.  SCHEME TO RENOVATE DERELICT PROPERTIES IN RURAL COUNTY SLIGO:

Seconded by Councillor P. Taylor

“I ask Sligo County Council to write to the Housing Minister Darragh O'Brien asking that there should be a similar scheme for renovating derelict houses and properties which are located in rural Co Sligo similar to the recently announced Croí Cónaithe scheme which is planned to bring vacant buildings in towns and villages back into use for housing which is welcomed but is restrictive.”

While welcoming the current scheme, Members stated that it is too restrictive and needs to be expanded to allow more people and families to avail of funding to renovate older and derelict properties, to bring them back to a usable condition, especially with the chronic shortage of available properties in the current market.

Councillor Taylor said it is his understanding that a new scheme is to be introduced in the coming months which will cater for houses in rural locations.

 

25.  GARDA NUMBERS IN SLIGO-LEITRIM DIVISION:

“In the interest of the safety of our community and frontline Garda members, that Sligo County Council calls on the Minister for Justice and the Garda Commissioner to undertake a review of Garda Numbers in the Sligo/Leitrim Division urgently. 

“Sligo-Leitrim suffered a net reduction of 5.8% in Garda personnel last year which means the division now has fewer gardaí than in 2015”

That this motion be relayed to the Garda Commissioner, the Minister for Justice and the Assistant Commissioner for the North-West Division.”

It was agreed that this matter would be raised at the next Meeting of the JPC group.

 

As items 26, 28, 33 and 48 related to similar matters, the Cathaoirleach advised the meeting that he would take these items at this time.

26.  28.  33.  &  48.  REVIEW OF SCHOOL BUS TRANSPORT SCHEME:

“To call on the Minister for Transport to expedite the review of the School Transport Scheme for primary and post primary schools.

Families waiting to see if their child has a seat on a bus for the summer period and some being told a number of days before the return of the academic school year that they don’t have a place is unacceptable.

That this Council asks the Minister for Transport and the Chair of the Committee on Education, Further and Higher Education, Research, Innovation and Science to examine this issue.

Furthermore, in light of the current number of families in Sligo who have been unsuccessful in their application for school bus for the coming academic year that this Council asks Bus Eireann to meet a delegation of Members from this Local Authority to discuss same.”

“To write to the Minister for Transport and Bus Éireann to consider carrying out a review of the current school bus system and to engage stakeholders in devising a new better, more economic and functional system.”

“While commending the Government on providing free bus travel for all students, I am calling on the Department of Transport to provide adequate bus seating to allow students to avail of this initiative.”

“To call on Sligo County Council to write to the Minister to request an urgent solution to the current school bus crisis.  The current system for allocation of school bus tickets is beyond broken and has not been updated since the 80's.  Parents have the right to choose to send their child to whatever school is right for them and their child.  No child should be disadvantaged because they are unable to get a bus ticket.  How can our Green party colleagues call on us to reduce our emissions and reduce our use of cars if we don't have a functional school transport system in place.”

The Members welcomed the fact that there is a review of the current school bus transport scheme under way due to the failure of the current system for a number of years and noted that because of the ‘free place’ system, there is now not enough spaces available on our school buses.  This also needs to be considered in the context of the Green Agenda as regards the lack of buses and drivers.  A shortage of staff to deal with the numbers of applications being received also needs to be addressed urgently, as this is leading to delays in parents being notified whether their child has been allocated a seat on a bus.

While it is important that children attend their local school with free transport pending seat availability, it was also recognised that families should be supported in sending their children to other schools because of subject availability etc.

It was also suggested that as part of the review of the scheme, consideration could be given to allocating school bus tickets to students for the number of years they are attending their schools.

 

As items 27 and 45 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

27.  45.  CHANGES TO THE TENANT PURCHASE SCHEME – SIGNING OF MINISTERIAL DIRECTION:

“Noting that the Minister for Housing announced in January that changes to the Tenant Purchase Scheme would enable pensioners to purchase their own home as and from the 1st of February 2022; and further noting with deep concern that to date the Minister has not signed the required Ministerial Direction to allow Councils to implement the new scheme; Sligo County Council calls on the Minister to sign the necessary Ministerial Direction without further delay.”

“To call on the Minister for Housing to sign the Ministerial Order to make the necessary changes to the Tenant Purchase Scheme.”

It was acknowledged that the Ministerial Order to enact the changes in the Tenant Purchase Scheme needs to be signed as a matter of urgency as many applications have been received from Old Age Pensioners and Housing staff are not currently in a position to process these applications because of the delay in signing the Order.

 

29.  BUS ÉIREANN AUDIT ON PROVISION OF BUS SHELTERS AT BUS STOPS:

“That this Local Authority call on Bus Éireann to have a full audit of all their Bus Stops assessed with the intention to have Bus shelters provided where possible throughout Sligo county.”

With the consent of the Cathaoirleach and Members, the following amendment to this item was placed before the meeting:

“That this Local Authority engages with The National Transport Authority, Bus Éireann and Transport Infrastructure Ireland to have a full audit of all the bus stops assessed to have bus shelters provided where possible throughout the county.”

It was agreed that it is essential that sufficient bus stops are provided throughout the county, both in urban and rural locations, particularly in light of the current cost of living crisis and rising fuel costs.

Acting Director of Services, Ms. Concannon, advised the Members that the NTA is the responsible authority for the provision of bus shelters.  The Council is actively collaborating with the NTA regarding the provision of bus shelters and programmes for the coming years are being prepared in this regard.  Ms. Concannon added that seven bus shelters are to be installed throughout Co Sligo in the current year; two in Grange village, two in Cliffoney, one in Cartron, Cairns Road and on The Mall.

 

30.  REVIEW OF ENTRANCES TO POPULAR BEACHES AND AMENITY AREAS IN THE COUNTY:

“That a review be undertaken of the entrances to popular beaches and amenity areas in the county.”

Acting Director of Services, Ms. Concannon advised the Members that the beach/amenity access that the Council is currently focusing on is the second beach in Rosses Point.  A high-level study to determine the potential of new longer term access options to the second beach carried out in autumn 2021 determined that any new options would be subject to planning, environmental (SAC), tidal, landowner, safety and cost implications.

Sligo County Council has prepared a brief for consultants to examine options and progress the preferred option through the design and planning process.  It is intended to go to tender for the procurement of these Consultants in Q4 2022.

While acknowledging the good works carried at beaches and amenity areas throughout the county, the Members added that it is of vital importance that people are made more aware of tide patterns at our beaches and an audit carried out to identify the works required to make these locations safe for all, particularly people with mobility issues.

In response to a query from Councillor Maguire in relation to the path at Dorrins strand which is now nearly impassable for those with any mobility issues, Ms. Concannon advised that while the focus at the moment is on Rosses Point, other areas will also receive necessary upgrading.

 

31.  MEETING WITH NTA TO REVIEW PROPOSALS FOR ADDITIONAL ROUTES:

“That a further meeting be convened with the NTA to review proposals for additional routes.”

The Members were advised that it is planned to continue with the regular meetings held between Sligo County Council and the NTA, relating to public transport routes.

Councillor O’Grady stated that, despite a number of meetings with the NTA already having taken place, this issue has not been resolved and requested that a further meeting with the NTA be convened as soon as possible in order to in order to secure a better and more adequate bus service for the people of Sligo town and county.

Councillor Gibbons, in seconding the motion, added that any such meeting must not be deferred or delayed and must take place at the earliest possible date.

Councillor Mulvey advised the meeting that he was informed last Friday that a bus route from Coolaney to Collooney to Sligo would become operational in Q4 2022, which will be a welcome addition.  The Cathaoirleach, Councillor Clarke, confirmed that Corporate Services will contact the NTA in relation to the setting up of this meeting.

 

32.  MEASURES TO PREVENT PEOPLE ENTERING THE SEA AT BEACHES WHERE SWIMMING IS PROHIBITED:

“That Sligo County Council look at putting further measures in place to prevent people entering the sea at beaches where swimming is prohibited.”

The Members were informed that the Council has installed electronic VMS signage to highlight the ‘No Swimming’ message at Strandhill during the Summer season.  This is in addition to the numerous permanent static signs that are in place all along the promenade.  There is also a comprehensive water safety media campaign undertaken during the bathing season.

Signage will be reviewed at the end of the season and additional signage erected at beach entry points if deemed appropriate.

The Members were also advised that, despite two rounds of advertisements, there were no applications for the positions of Beach Warden at Strandhill this year.

The Members expressed concern around the numbers of people who continue to swim in Strandhill and at locations where swimming is prohibited, putting themselves and the emergency services at risk in the event of them getting into difficulty in the waters.

Councillor O’Grady stated that, in order not to detract from the use of Strandhill as a surfing location, she would amend her motion as follows:

“That Sligo County Council look at putting further measures in place to prevent people entering the sea for swimming at beaches where swimming is prohibited.”

It was agreed to refer this matter to the Water Safety Forum for discussion and follow up.

 

35.  SCC SUPPORT FOR IRELAND’S ANNUAL ‘MAKE WAY DAY’ ON 30TH SEPTEMBER:

“Recognising that people with disabilities have the same right to use and enjoy public spaces that we all share; Acknowledging the obstacles which people with disabilities face in their daily lives, including badly parked vehicles and bicycles, billboards, over-grown hedges and other ill-placed hazards; Understanding that most obstacles are caused by thoughtlessness and genuine lack of awareness; this Council reiterates its support for Ireland’s Annual “Make Way Day” which takes place this year on Friday 30th September.”

Director of Services, Mr. Molloy gave an overview of ‘Make Way Day’, a national campaign coordinated by the Disability Federation of Ireland.  The Director of Services highlighted the Council’s responsibilities in highlighting and promoting the issues facing people with disabilities, and the positive work being carried out in conjunction with the Council’s Disability Consultative Committee around these issues.  Mr. Molloy advised that Sligo County Council has liaised with local agencies and Garda Síochána to promote this year’s Make Way Day and will again coordinate arrangements for events on 30th September. 

Councillor Bree welcomed the report and stated that people with disabilities face many obstacles in their everyday lives and that by highlighting them, and raising awareness, it is within our power to improve the quality of life of people with disabilities.  Councillor Bree wished to acknowledge the efforts of Sligo County Council in promoting the Annual ‘Make Way Day’ in recent years.

Councillor Gilroy added that overhanging bushes and trees, as well as drains on footpaths in some built up areas are an issue for wheelchair users and these issues need to be highlighted to educate the general population around the mobility issues faced by people with disabilities.

Councillor Gibbons stated that schools and colleges should be involved in the annual ‘Make Way Day’ in order to raise awareness in the younger population of the difficulties faced by people with disabilities.

This motion was supported by the Members, and it was suggested that this matter would be put in the calendar for discussion and review on an annual basis.

 

36.  ADOPTION OF A BREASTFEEDING FRIENDLY POLICY BY SLIGO COUNTY COUNCIL:

“That this Council would adopt a breastfeeding friendly policy and ensure that all of its buildings are breastfeeding friendly.”

Councillor Maguire stated that it is very important that this Council leads out on and shows its support to nursing mothers and that they are informed that its buildings represent a safe place for mothers to have access to breastfeeding and nappy changing facilities.  Councillor Maguire added that she will pass on the relevant criteria to Corporate Services for circulation to staff.

Acting Director of Services, Ms. McConnell, advised the Members that as part of LCDCs programme, the Breastfeeding Sligo initiative is a project under the Healthy Sligo Programme which focuses on building relationships and partnerships between Government Departments, businesses and the community and voluntary sector.  This is a funded project which is currently in the process of being rolled out, which over sixty businesses and organisations have already signed up to.  As part of the Council’s involvement in this initiative, a formal policy will be brought before the CPG.  There is, however, an informal arrangement in place in that posters and stickers have been put up and circulated in County Hall, City Hall and the Libraries, and the initiative will be brought in on a formal basis in the near future.

 

37.  INTRODUCTION OF FREE FERTILITY TREATMENT IN IRELAND:

38.  REVISION OF CURRENT POLICY ON PROVISION OF SCHOOL CROSSING WARDENS:

“That Sligo County Council revise the current policy on the provision of School Crossing Wardens, so that the safety of children attending schools is treated exactly the same in all areas of the county and that traffic wardens are assigned in a targeted approach to ensure that there is no dangerous and illegal parking outside any of the schools in the county.”

A report previously circulated outlined the number of school wardens employed in the County and associated costs as detailed in the Annual Budget.

The Members were advised that Sligo County Council does not have the capacity to assign Traffic Wardens outside all schools, nor was such a measure considered appropriate.

It should be noted that through grant funding, Sligo County Council provide significant safety features at schools, for example pedestrian crossing facilities, parking areas, road markings etc.

Councillor Gilroy, noting the report, expressed disappointment that the provision of school wardens was not more fairly distributed throughout the County.  Councillor Walsh, seconding the motion, concurred with Councillor Gilroy’s remarks.

The Cathaoirleach, Councillor Clarke, suggested that contact be made with local engineers in the first instance around provision or upgrading of markings outside schools.

 

39.  ESTABLISHMENT OF EIRCODES FOR SCENIC LOCATIONS IN COUNTY SLIGO:

“That Sligo County Council engage with Eircode and the Department of Environment, Climate and Communications to find a system whereby an EIRCODE can be established for the many scenic locations in Sligo.  This not only would help to bring people to the locations by means of electronic mapping but, more importantly, give the emergency services immediate precise locations when locals or visitors are in need of assistance.

If Eircode and the department are unwilling to engage, can Sligo County Council investigate how we can establish these locations as a postal address so that the Eircode can be assigned.”

Director of Services, Mr. Molloy advised the Members that Sligo County Council will engage with the Department of Environment, Climate and Communications to establish if a system is available or if it is proposed to identify Eircodes for scenic locations.

 

As items 40 and 46 related to similar matters, the Cathaoirleach advised the meeting that he would take both items at this time.

40.  &  46.  MEASURES TO DEAL WITH ELECTRICITY COSTS AND OUTAGES:

“Given the increased dependence by householders and businesses throughout the county on the electricity system, and with recent warnings about power outages this winter, is there a plan in place by this council in preparation to address if such a crisis situation were to occur.”

“To call on the Commission for Regulation of Utilities to introduce measures to make it easier for consumers switch to another supplier.”

The Members noted that it is important that information is made available to householders and businesses regarding supports, advice and assistance in relation to increased energy costs and possible power outages in the coming months, and that the Council formulate a plan to deal with any outages in our public lighting, on streets and at areas such as recreational parks.

Councillor Mulvey stated that the ESB network are planning to roll out a pilot scheme called ‘Beat the Peak’, to try and encourage and incentivise people to not use appliances at peak times to try and avoid a scenario where elderly and vulnerable people, dependent on heat and light, and living alone, especially in long evenings, are left without electricity.

Councillor Walsh noted that most of today’s electricity comes from gas and that a smooth transition to renewables is the way forward, including more use of windmills and solar power in agriculture.

Councillor Gilroy added that a plan needs to be put in place around possible outages going forward in the interests of public safety.

Councillor Baker stated that the Council need to show leadership in conserving electricity, such as possibly only having Christmas lights in towns lit for basic hours during the day, in order that electricity can be preserved for essential purposes and for those most dependent on it.  Councillor Baker added that the CRU Regulator needs to introduce measures to enable consumers to save money on their bills and have a dedicated phone line in place to assist people in this regard.

In response to a query in relation to assistance by the Council to the public during possible outages, Chief Executive, Mr. Lydon advised the Members that this Council has not, to date been informed of any requirements to be put in place and will act on information provided in an appropriate manner at that stage.

“In light of the increase in antisocial behaviour and other incidents on the Dublin to Sligo train and indeed on public transport across the country that Sligo County Council write to the CEO of Iarnród Éireann, Minister for Transport and the Minister for Justice to ask them to examine this issue and ask them what controls and measures are currently in place to manage these incidents.

Furthermore, if they will consider the introduction of a transport police to put Ireland in line with other European Countries and make public transport safer.”

 

47.  SUPPORTS FOR MIDDLE INCOME HOUSEHOLDS AND SELF – EMPLOYED DUE TO RISES IN INFLATION RATES:

“To call on Sligo County Council to write to the Government to take urgent action to support middle income households and the self-employed, who are currently struggling as the current rate of inflation rises, which in turn is bringing more families into the low income rate.  As the winter months fast approach, rising fuel costs, and weekly shopping bills on the rise.  The government needs to urgently step in to protect families, by providing supports towards electricity, gas and oil costs.

Those working will also need to see an increase in their take home pay to meet the cost of living.  We do not want to see members of our community struggling and having to make decisions on either heating their home or putting food on the table.  Currently families who are earning are struggling to keep bills paid and deal with everyday household expenses because of the increase in the cost of living.  They need to be recognised in the forthcoming budget and as a local representative, I am asking you, my council colleagues, to support this motion.”

The Members noted that it is vital that measures are introduced in the upcoming budget to support struggling households and also small and medium businesses who provide employment and contribute hugely to the economy.

 

49.  VOTES OF SYMPATHY:

Councillor O’Grady wished to extend the condolences of this Council to the Casey family on the death of Mr. Des Casey, Dundalk who passed away recently.  Des was a former president of the FAI and was held in the highest regard by all involved in football in the country.  He was a man of high integrity who contributed so much to the sport throughout his life.  His son Paraic was a valued member of Sligo Rovers Development Committee for many years.

Councillor Mulvey extended a vote of sympathy to a former member of staff, Mr. Joe Kilcoyne from Ballinabole, Ballymote who passed away recently.  He said Joe’s colleagues will remember him as an exemplary worker. Councillor Mulvey wished to pass on his condolences to Joe’s wife Maureen and his family, particularly his son, Inspector Paul Kilcoyne, who regularly attends meeting of the Joint Policing Committee.

The Members stated that Dr. McCormack was a great friend to Sligo County Council and wished to acknowledge his dedication to the education sector in Sligo and the North-West. 

Chief Executive, Mr. Lydon, on behalf of the Executive wished to be associated with the vote of congratulations to Mr McCormack, who, Mr. Lydon stated, was brilliant at collaboration and bringing different organisations together to progress Sligo.
