13. PRESENTATION BY IDA REPRESENTATIVES: 

The Cathaoirleach, Councillor M. Gormley welcomed the IDA representatives, Mr Pat Loftus, Area Director for the Border Region, Mr Joe Mc Hugh, Regional Manager and Ms Michelle Mahon, Regional Executive to the meeting.

The IDA representatives gave a presentation on the role of the IDA in Sligo and in the regional and national context, outlining the benefits to the Irish economy of foreign direct investment.  They highlighted global trends and investor’s demands associated with foreign direct investment and IDA Ireland’s strategy in this regard.  They also stressed the importance of continued investment in infrastructure.

A number of issues were raised by the Members in relation to local and regional concerns which were addressed by the speakers.

The County Manager welcomed the IDA Ireland representatives and stressed the importance of inward investment to the area.  He also emphasised the importance of continued investment in infrastructure.

DEPUTATION TO MEET THE NRA: 

The Cathaoirleach informed the members that the NRA had agreed to meet a delegation from the Council on 26th April and asked for two nominations from Fianna Fail, two nominations from Fine Gael, one nomination from Labour and one nomination from Sinn Fein.

14. WORKS AT THE MOUTH OF DUNMORAN RIVER:

This item was withdrawn with the permission of the Cathaoirleach.

15. SLIGO MAIN DRAINAGE WASTEWATER SEWERAGE TREATMENT PLANT: 

Councillor D. Bree asked for the current position regarding the construction of the proposed Sligo Main Drainage Wastewater Treatment Plant.

In response Mr K. Larkin, Senior Engineer stated that tenders for this project have been received and are being evaluated at present.  Once the evaluation process is complete a recommendation will be forwarded to the DoEHLG.  Subject to the DoEHLG the tender will be awarded.  It is estimated that by the end of 2005 the design phase of the project will be complete.  The construction phase will take approximately two years to complete.

16. ROADWAY AND FOOTPATHS IN CULFADDA VILLAGE: 

Councillor G. Murray asked if there are any plans to upgrade roadway and footpaths in Culfadda village.

In response Mr S. O’ Toole, Acting Senior Engineer stated that there are no funds available in 2005 for surfacing roads or providing footpaths in Culfadda, and that road maintenance only will be carried out.  The proposal will be considered under the 2006 road works scheme.

17. KILGLASS AND DROMORE WEST NATIONAL SCHOOLS:

This item was deferred with the permission of the Cathaoirleach.

18. EASTERN BYPASS: 

Councillor V. Cawley asked that Sligo County Council support the progression of the development of an Eastern By Pass of Sligo City as soon as possible and that the council be provided with progress reports on an ongoing basis.

In response Director Concannon stated that preliminary studies had been carried out on the possibility of a new eastern bridge over the Garavogue, and approach roads, with a view to bringing a proposal to Sligo Borough Council in the near future.  It will then be necessary to procure the services of a Consulting Engineer for more detailed design work.  As this is a non-national route funding will be sought from the DoEHLG.

19. IRISH EMIGRANTS – FREE TRAVEL SCHEME:

“This council notes that:

The emigration of young Irish people to Britain was a prominent feature of growing up in the 1950's and 1960's. Many of them were never to return to live in Ireland again. They saw it as almost a duty to share their new-found prosperity with their families at home. Over two decades some 3.5 billion euros was sent back home in remittances by Irish emigrants, a sum equivalent to the structural funds received from Europe in the following generation. These are our own people and we must not forget them.

In 2001, the Government established the Task Force on Policy regarding Emigrants to recommend a coherent long-term policy approach to meeting the needs of Irish emigrants. One of the recommendations of the Task Force was to 'facilitate the return to Ireland'. Yet the Government whilst acknowledging the recommendations has failed to implement the recommendations in its entirety.

This Council believes that we must now acknowledge the contribution of this forgotten generation; that we owe this 'vanished' generation a debt; that the Irish Government should at the very least, extend the 'Free Travel Scheme to Irish pensioners living abroad, as a token of our recognition to the contribution made by our Irish emigrants”.

20. WATER QUALITY AT LOUGH GILL: 

Councillor I. Henry asked if there has been any result on the ongoing sampling of water taken from Lough Gill with regard to pollution.

In response Mr J. Mc Hugh, Senior Engineer stated that Sligo County Council carries out water quality monitoring of Lough Gill and the EPA’s classification scheme is used to classify the lake.  The lake was classified as mesotrophic in 2002, which indicates a satisfactory water quality.  In 2003 and 2004 the lake was classified as oligotrophic which indicates a higher water quality than that of mesotrophic.  These classifications indicate that the water quality in Lough Gill has improved since 2002 and may be representative of the on-going catchment management work being carried out by Sligo and Leitrim County Councils.  Further work is expected to be carried out as part of the western river basin project.  He noted that in order to maintain water quality all stakeholders must continue to operate to best environmental practices.

21. CASTLE PARK CHILDCARE PROJECT, ENNISCRONE:

“That Sligo County Council to call on the Minister for Justice and Law Reform to allocate funding towards the Castle Park Childcare Project at Enniscrone, Co Sligo.”

22. WATER SUPPLY IN ENNISCRONE: 

Councillor J. Queenan asked for an indication as to what action will be taken to ensure that the quality of domestic water to a number of householders on Main Street, Enniscrone is fit for human consumption.

In response Mr K. Larkin, Senior Engineer stated that it is proposed to increase the level of scouring of the mains over the coming weeks and to request the Lough Easkey plant maintenance contractors CSL Ltd to submit proposals to address the issue of corrosiveness in the water supply which may be contributing to this problem.  The water will be subject to ongoing monitoring to see the results of these measures.  Further measures will be taken, if necessary.

23. MEETING WITH MINISTER FOR ENVIRONMENT:

24. EIRCOM POLES IN KILGLASS AND CULLEENS:

“That the Council request a representative of Eircom to attend a council meeting regarding the state of poles and the danger that some of them are in and in some cases a state of collapse”.

25. WESTERN RAIL CORRIDOR: 

Proposed by Councillor J. Lundy

“That Sligo County Council unanimously support the re-opening of the western rail corridor as a single regional development project linking the gateway cities of Sligo, Galway and Limerick”.

26. ROAD REPAIRS AND TRAFFIC MANAGEMENT AT RHUE JUNCTION: 

Councillor J. Lundy asked what plans are in place to carry out urgent road repairs and traffic management improvement at Rhue junction N17 /Banada /Aclare”.

In response Mr S. O’ Toole, Acting Senior Engineer stated that a grant of €15,000 has been received from the NRA for works on the N17 at Rhue and discussions are in progress in relation to the works to be carried out this year.  A proposal under discussion is that one new t-junction be provided near the existing southern junction and to block off the junction with the N17 closest to Tubbercurry.  Turning lanes on the N17 would be provided.  Land acquisition would be required for this scheme.  €15,000 would not be adequate to do this work in 2005 but the NRA would consider granting a further allocation in 2006 for completion of the work.

27. FOOTPATH ON R294 OPPOSITE TUBBERCURRY CHURCH: 

Councillor J. Lundy asked for the provision of a new footpath inside the convent wall on the R294 opposite Tubbercurry Church in the interests of free traffic movement and safety.

In response Mr S. O’ Toole, Acting Senior Engineer stated that a planning application has been submitted by the Marist Sisters for development of their land with access onto the R294.  The setting back of the wall and the construction of a footpath outside the wall is the preferred option and discussions are taking place between the landowner and the Tubbercurry area engineer in relation to this at present.

28. BURIAL GROUND IN THE GRANGE /CLIFFONEY AREA: 

Councillor P. Barry asked for an update regarding the provision of a burial ground for the Grange /Cliffoney area.

In response Director Clarke stated that the council had purchased land in Grange for the provision of local authority housing, a portion of which was targeted for the provision of burial grounds.  A site investigation has been arranged to ascertain its suitability for use, the results of which will be provided to the members shortly.

29. FOOTPATHS AND PUBLIC LIGHTING ON ‘TOP ROAD’, STRANDHILL: 

Councillor T. Mc Loughlin asked for a report on the cost of providing footpaths and public lighting along the ‘Top Road’, Strandhill and an indication as to when works could be carried out.

In response Mr S. O’ Toole, Acting Senior Engineer stated that a grant of €256,000 has been received from the DoEHLG for surfacing the top road in Strandhill.  Some funds will be available for providing footpaths along part of the road and for laying ducting for future undergrounding of overhead cables.  A survey of the road has been completed and a design for the scheme is being carried out at present.  An examination of the public lighting will also be carried out although the existing lighting is reasonable at present.

30. PROVISION OF FOOTPATHS FROM GILMORE’S CORNER TO THE VISITORS CENTRE IN CARROWMORE: 

Councillor T. Mc Loughlin asked that funding be made available for the provision of footpaths from Gilmore’s corner to the visitors centre in Carrowmore.

In response Mr S. O’ Toole, Acting Senior Engineer stated that it is proposed to widen a 300m section of the road.  There are no funds for the provision of footpaths on this section of road, however the widened carriageway and the erection of signage warning motorists to look out for pedestrians on the road will make the road significantly safer for road users”.

31. PROVISION OF FOOTPATHS AND PUBLIC LIGHTING LINKING THE NEW BRIDGE AT TONAFORTES TO THE CHURCH AND NATIONAL SCHOOL:

Councillor T. Mc Loughlin asked about proposals for provision of footpaths and public lighting linking the new bridge at Tonafortes to the church and national school at Carraroe.

In response Mr S. O’ Toole, Acting Senior Engineer stated footpaths and public lighting will be constructed along the new section of road.  The footpath will link up with the existing footpath north of Carraroe roundabout.

32 AND 37. REDUCTION OF PRIMARY SCHOOL CLASS SIZES AND SITUATION IN SLIGO SCHOOLS: 

It was agreed that items 32 and 37 would be taken together.

Councillor I. Henry asked that this Council lobby the Minister for Education in relation to the reduction of class sizes in primary schools and the loss of a teacher in several primary schools in Sligo.  Councillor S. Mac Manus asked that Sligo County Council call on the Government to honour, as a matter of urgency, its 2002 promise to reduce primary school class size to below 20 pupils.  Further to this, Sligo County Council requests a meeting with the Minister for Education, Mary Hanafin, to discuss the current overcrowding in many schools throughout Co Sligo.

33. PROPOSED ASBESTOS TREATMENT PLANT AT KILALLA:

“That I will ask the County Manager to request Mayo County Manager, Des Mahon to receive a deputation from Sligo County Council regarding the proposed asbestos treatment plant in Killala and further to request Mayo County Council to refuse planning permission for the plant”.

34. BALLYMOTE SEWERAGE SCHEME: 

Councillor P. Mc Grath asked for an update on the Ballymote Sewerage Scheme.

In response Mr K. Larkin, Senior Engineer stated that the capacity of the works is 3,000 PE.  The current load is 2,300 PE and with planning permission granted for 200 houses this will be brought up to approximately 2850.  The treatment works are subject to monitoring on an ongoing basis, however there are no expansion or upgrading plans at present.

35. CAMROSS ESTATE, BALLYMOTE: 

Councillor P. Mc Grath asked for an update on Camross Estate and to address the issues of the green area, internal boilers, plans for future development and issues with existing houses.

In response Director Caffrey stated that the green area has been partly finished and it is hoped that work will commence on this in conjunction with the second phase, which should be advertised later this year.

There had been some complaints about smells of oil and fumes in some of the houses, these had been investigated by the NBA, Firebird and the house builders.  One problem was identified and rectified and the NBA are confident that there are no other inherent problems with the internal boilers.  With regard to plans for future development, it is proposed that approximately 16 social houses would be built this year, the scheme caters for another 100 houses which may be social or affordable, depending on need.
With regard to issues with existing houses the NBA had difficulty in getting the contractor to sort out snag lists but these had been attended to eventually, there had been some minor problems with sewer connections which have been corrected.

Councillor P. Mc Grath suggested that the internal boiler in one particular house be moved outside.  Director Caffrey stated that as the boiler complies with all regulations there is no need to have it moved.

36. CLUIN DARA ESTATE, GURTEEN: 

Councillor M. Gormley asked that the council take the necessary steps to remedy the sewerage problem which exists at the Cluin Dara estate in Gurteen.

In response Mr K. Larkin, Senior Engineer stated that the pumps in the pumping station serving this development are ten years old and have recently given some operational difficulties, which have been dealt with promptly.  The pumping station is located directly opposite a proposed new development.  It is proposed to make the existing pump station redundant and to build a new foul sewage pumping station to accommodate both developments.  If the proposed housing development does not go ahead the replacement of pumps at the existing station will be considered.

46. MATTERS ARISING FROM MINUTES: 

Councillor M. Baker requested clarification of the situation regarding Knocknagore bridge.

In response Mr H. Kearns, County Manager stated that a proposal for funding would be prepared for the next meeting.

Councillor V. Cawley requested clarification regarding the submission to the Department of Finance on the review of tax reliefs.

In response Director Clarke stated that the submission regarding the review of tax reliefs had been discussed by the SPC and by the full council in early March.  It was agreed that the Sligo Harbour area be included as an area for consideration under an area based approach to tax reliefs in this submission due to the low usage of the port and the scale of business activity.  Some minor amendments, approved by the Chief Executive of the Harbour Commisioners, had been made to the submission before its being sent to the Department of Finance.

Councillor S. Mac Manus noted that a report on the Lough Talt water supply had been circulated and asked what timescale was involved.

In response Mr K. Larkin, Senior Engineer stated that a comprehensive treatment system was being proposed and that it could be 15-18 months before approval is received.

47. ANY OTHER BUSINESS: 

Councillor P. Mc Grath asked for clarification regarding an unauthorised mast at Ballymote rail station.

In response Director Forkan stated that a telecommunications mast had been erected within the curtillage of the station and as it is an unauthorised structure an enforcement notice had been served on Iarnrod Eireann on 30 March requiring the removal of the mast within 14 days.
