“Given the huge success of the Love Sligo Gift Card since its launch in 2024, and it having achieved over €1M in sales within a year in Sligo, over €10M in gift card sales in Ireland, driving an estimated 150,000 in-store consumers across the country:
That Sligo County Council writes to Minister for Enterprise, Trade and Employment and the Minister for Rural Affairs to ask them to consider supporting the Town and City Gift Card rollout across every county. That this motion be shared with each Local Authority in the country.” - To consider the following motion as submitted by Councillor B. Gallagher:
“I call on Sligo County Council to contact Uisce Éireann in relation to the following:
1. Why Uisce Éireann did not send representation on their behalf when invited to our Storm Éowyn meeting on 26/05/2025.
2. Can we get an update of what protocols Uisce Éireann have put in place following Storm Éowyn to future proof that the same issues do not happen again.
Can we get an update please on what Uisce Éireann is doing to reduce the connection offer wait time from 16 weeks and also the actual connection wait time which can be up to another 16 weeks? This is totally unacceptable from an Irish Utility Company.” - To consider the following motion as submitted by Councillor D. Mulvey:
“I call on Sligo County Council to get a costing for the installation of solar powered water drinking fonts similar to which other councils have installed. These fonts can be to be situated along our recreational walks and parks”.

- To consider the following motion as submitted by Councillor M. Casserly:
“That Sligo County Council writes to Transport Infrastructure Ireland (TII) and An Garda Síochána requesting the urgent assessment and installation of average speed cameras on the N15 and N17 national primary routes within County Sligo, in the interest of improving road safety, reducing incidents of speeding, and preventing further serious collisions.” - To consider the following motion as submitted by Councillor M. Casserly:
“To call on the Department of Housing to provide direct capital funding to Sligo County Council to enable it to build social and affordable housing directly, starting with the delayed 63-unit project at Rathellen, Finisklin.
It highlights that:
PPP models are expensive, slow, and less flexible.
Direct local authority builds offer better value, long-term public ownership, and quicker delivery.
Sligo County Council has the capacity and land but needs funding and staffing support to scale up housing delivery.
The motion urges the government to shift policy away from PPPs and support council-led housing development as a strategic, efficient response to the housing crisis in Sligo and nationally.” - To consider the following motion as submitted by Councillor A. Gibbons and Councillor T. Healy:
“That this local Authority expresses deep concern at the announcement by the Minister for Housing to delay the construction of social housing at Rathellen site far Finisklin, totalling 63 homes. This local authority calls on the Minister to immediately provide funding straight to Sligo County Council to deliver these much-needed homes.” - To consider the following motion as submitted by Councillor D. Mulvey:
“I call on Sligo County Council to write to the Minister for Health to seek the expansion of the rollout of EpiPens for people who suffer with severe allergies, the threat of an allergic reaction is ever-present. EpiPens should be available in public spaces across the country alongside defibrillators.
In most cases a shot of adrenaline – using an EpiPen – is needed immediately, but this is not always straightforward, particularly for children.” - To consider the following motion as submitted by Councillor D. Mulvey:
“That this Council supports the Irish Road Haulage Association (IRHA) call on government to take action to address the crisis of driver and mechanic shortages within the licensed haulage sector. According to the association, the bureaucracy involving multiple government departments is hindering recruitment efforts, with employers facing frustrating delays.
I have been informed that the existing system is inefficient, requiring nine separate steps and potentially up to two years to get a qualified driver on the road. This bureaucratic impediment not only delays the onboarding process but also results in a significant drop out rate of candidates, with many failing to show up after extensive waits.
The association has called for the establishment of a cross-departmental working group led by the Department of Enterprise, coordinating with departments such as Transport, Foreign Affairs, Justice, Social Protection, RSA, and Revenue to streamline processes.
The IRHA has reported that domestic recruitment avenues are nearly exhausted, and while they are looking to recruit from some countries where the cumbersome visa process sometimes taking up to five months also poses further challenges, leading many candidates to seek employment elsewhere before completion.
The situation highlights an urgent need for reform in the recruitment and onboarding processes to sustain the economy and support the haulage industry.” - To consider the following motion as submitted by Councillor T. Walsh:
“That Sligo County Council give an update on the derelict properties listed on the Derelict Sites Register, an update on the number of properties under investigation and what stage each are at, the number of properties where the owner has constructively engaged/replied to the Local Authority.” - To consider the following motion as submitted by Councillor T. “In light of the imminent publication of the Pathfinder Programme, Carraroe to Sligo City Centre and Sligo City Centre to Sligo ATU: can the Local Authority provide with an update in relation to parking in Sligo town centre and if any further progress has been made on the identification of a site in the centre for accessible parking.” - To consider the following motion as submitted by Councillor G. “Can Sligo County Council give an update on a much needed Women's refuge.” - To consider the following motion as submitted by Councillor G. O’Boyle:
“This Council condemns Fine Gael's proposal to impose lower welfare increases on jobseekers, pensioners or disabled people in Budget 2025 and demands equal cost-of-living increases for all social protection recipients.” - To consider the following motion as submitted by Councillor A. Higgins:
“That this Council develops a series of events to commemorate the centenary of Countess Markievicz in 2027. This would include:
1. the development of a Countess Markievicz Day, similar to W.B Yeats Day, that would become an annual celebration of her life’s work and achievements,
2. the commissioning of a new statue of Countess Markievicz to be located in the city centre and unveiled on her centenary in 2027.” - To consider the following motion as submitted by Councillor A. Higgins:
“That Sligo County Council write to the Minister for Transport Darragh O’Brien and the Road Safety Authority requesting engagement with the relevant stakeholders to facilitate the introduction of separate and specific driver testing for the ‘W’ category drivers for work vehicles and tractors to include:
1. the removal of automatic issuing of W category license qualification for people who have only completed the testing requirements for the B category license qualification,
2. the introduction of mandatory Essential Driver Training (EDT) programme (similar to the B category licence requirements) of a minimum of six one hour sessions to be completed before a person can take the driving test for the W category license,
3. the requirement for the safe display of L and N plates for learner and new W category drivers of work vehicles and tractors.” - To consider the following motion as submitted by Councillor A. Higgins:
“As Ireland prepares to take on the role of Presidency of the Council of the EU from July to December 2026, this Council calls on the Tánaiste and Minister for Foreign Affairs and Trade, Simon Harris, to approve the hosting of a Council of Ministers meeting in Co Sligo and to engage with Sligo County Council to identify suitable locations across the county. Hosting meetings outside of Dublin aligns with the EU ethos of ‘Democracy in Action’ and provides an opportunity for all citizens to engage with the EU institutions in a meaningful and accessible manner. It will also allow our EU legislators to personally experience our ‘region in transition’.” - To consider the following motion as submitted by Councillor T. Walsh:
“Can Sligo County Council give an update on the Active Travel Programme in Sligo; projects funded in 2025, the stage each project is at and associated delivery timelines, projects still awaiting further approval to move to the next stage by the NTA and the work plan for 2025.” - To consider the following motion as submitted by Councillor T. Healy:
“We call on Sligo County Council to use all measures at their disposal to ensure that those struggling with the Cost of Living crises are shielded from any further increases in outgoings. Families and individuals are already facing rising costs from rent and housing costs to day to day groceries, goods and services. This is before we come into the winter months where people are stretched even further and sometimes have to decide between heating or eating.
We further call on this council to engage with relevant ministers and request funding to develop initiatives at a local level, that will ensure the most vulnerable people in our communities are supported in the difficult months ahead.” - To consider the following motion as submitted by Councillor G. Mullaney:
“To ask Sligo County Council how many housing estates are depending on Developer provided infrastructure for wastewater in the county. Has Uisce Éireann been requested to upgrade and take responsibility for them.” - To consider the following motion as submitted by Councillor J. Queenan:
“To ask the Minister for Education to engage with NCSE Sligo to ensure that autism classes remain open to accommodate their students.” - To consider the following motion as submitted by Councillor M. Clarke:
“That this council writes to the Taoiseach Micheal Martin T.D. Given that another eight rural primary schools closed their doors, at the end of this year’s term, will he now accept that the government's rural planning policies have devastated rural communities over the past thirty years, closing shops, pubs, post offices and Garda stations. With hundreds of thousands of Irish born young people leaving rural Ireland never to return. Will the government now act to protect rural Ireland and change the planning regulations.” - To consider the following motion as submitted by Councillor A. Gibbons:
“That this local authority calls on the Minister for Social Protection Dara Calleary to scrap the means testing of applicants applying for carers allowance, and the periodic means test review of existing carers, as promised by the Fianna Fáil, Fine Gael parties as election promises prior to the 2024 general election.” - To consider the following motion as submitted by Councillor A. Gibbons:
“In light of the shocking increase in violence against women as outlined in the recent Women’s Aid report, I am calling on the government to take a realistic zero tolerance stance that will show results in combating all kinds of violence against women.” - To consider the following motion as submitted by Councillor D. Bree:
“Aware that there are in excess of 1,600 households on this Councils Housing Waiting List and noting the decision taken by the Minister for Housing not to proceed with the Public Private Partnership project which was to deliver 63 social housing units at Rathellen, Finisklin; this Council now calls on the Minister and the Government to provide the necessary funding directly to Sligo County Council so as to allow the Council deliver a housing scheme at Rathellen, in a speedy and efficient manner.” - To consider the following motion as submitted by Councillor D. Bree:
“Recognising the failure and the inequality of Ireland’s current two-tier health system, and further aware that the aim of the proposed Sláintecare programme is to deliver one universal health service for all, providing the right care, in the right place, at the right time; this Council calls on the Government and the Minister for Health to prioritise the implementation of the programme.” - To consider the following motion as submitted by Councillor D. Bree:
“That a report be provided indicating the number of valid applications received from Council tenants for housing adaptation works in the current year, in 2024, 2023 and 2022, the estimated cost of the works involved, the number of those cases where the adaptation works have been completed and the number of those cases where work has yet to commence.” - To consider the following motion as submitted by Councillor D. Gilroy:
“To ask Sligo County Council if a register is kept of what facilities such as Health, Education and Industry in County Sligo use Sulphuric Acid. If so, what are these facilities? What type of facilities are they and what hazardous waste disposal policies are followed in the county for Sulphuric Acid.” - To consider the following motion as submitted by Councillor D. Gilroy:
“Following confirmation from Longford County Council that Raised Traffic Calming was installed as part of an active travel Scheme on a national Road (N4) following consultation with TII, Sligo County Council can now proceed to identify where these raised crossings should be installed on National Primary and National Secondary routes within our county before the end of 2025.” - To consider the following motion as submitted by Councillor D. Gilroy:
“To ask Sligo County Council to open negotiations with the HSE and jointly investigate the feasibility of providing a Hydrotherapy pool adjacent to Sligo Regional Sports centre pool.
This service is vital for Children with disabilities from St. Joseph’s Special School, St. Cecilia’s School, Holy Family School, Adults attending Disability Day Services in Cregg, Adults availing of other Residential Services, People attending the Multiple Sclerosis (MS) Centre, and Children with Cerebral Palsy living at home.
These facilities were provided at the Hydrotherapy pool at Cregg House Sligo, and this ceased for no clinical reason due to Covid and we must now accept that this will never be reinstated.
This issue has been raised several times in this chamber, while the most vulnerable and those desperately in need of Hydrotherapy in our society are again being discriminated against.
We could share the technology currently available at the pool and seek capital investment from the HSE and agree a memorandum of understanding on the running of the pool and the costs involved.” - To consider the following motion as submitted by Councillor J. Queenan:
“To ask the Director of Services to outline when hedge cutting will commence along the National and Regional roads.” - To consider the following motion as submitted by Councillor E. McSharry:
“That the Council:
1. Seeks an update from the Chief Executive on the 63-unit social housing development at Finisklin, which was part of the national Public Private Partnership (PPP) Bundle 3 and has now been paused by the Department of Housing, Local Government and Heritage.
2. Requests clarification on the following:
(a) What specific communication has been received from the Department regarding the reasons for pausing the project;
(b) Whether this decision is expected to cause any delay in the timeline for construction or completion;
(c) What contingency measures or alternative plans are being considered or have been requested by the Department to ensure the project progresses without significant delay;
(d) Whether there is a revised delivery timeframe available and what the implications are for meeting social housing need in Sligo.
2. Further calls on Sligo County Council to write to the Minister for Housing, Local Government and Heritage and to the National Development Finance Agency (NDFA) to:
(a) Request an urgent response outlining how the 63-unit scheme at Finisklin is to be progressed;
(b) Seek assurances that this development will be prioritised and protected from delay in any revised delivery strategy for PPP Bundle 3;
(c) Ask for confirmation of the contingency arrangements now being put in place to maintain the delivery pipeline for social housing in Sligo;
(d) Reaffirm the importance of delivering these homes at the earliest possible date, given the acute social housing demand in the Sligo area.
3. Notes the urgency of progressing this development given the planning permission is already secured and the project is in a shovel-ready state, and expresses concern that delays at this stage could significantly impact on the current homeless situation and local housing provision.” - To consider the following motion as submitted by Councillor E. McSharry:
That Sligo County Council writes to the Minister for Health to:
(a) Ask whether she has reviewed the business case for the proposed surgical hub to be located on a greenfield site in Sligo;
(b) Seek confirmation that she has examined the strong evidence and rationale already presented in that business case, which clearly justifies Sligo as the most appropriate location — based on the existing clinical provision of surgical specialties and the strategic geographic location and accessibility of Sligo for the wider North West region;
and (c) Request a clear timeline for when a decision will be made on the approval and funding of the surgical hub for Sligo.” - To consider the following motion as submitted by Councillor G. O’Boyle:
“In light of Sligo’s rise in homelessness this council will:
- Officially demand the Housing Minister issue a directive halting no-fault evictions under Section 10 of the Housing Act.
- This council will CPO derelict homes into emergency housing.
- Sligo County Council audit all council-owned land for public housing or modular housing development potential.” - To consider the following motion as submitted by Councillor M. Casserly:
“That Sligo County Council expresses its strong opposition to the decision by the Minister for Further and Higher Education, James Lawless, not to continue the reduction in third-level college fees in Budget 2025.
The Council believes this move will disproportionately affect students and families in rural and lower-income areas such as Sligo and the northwest, and in particular those who fall just above the grant threshold — including families with two or more children in full-time third-level education.
We call on the Government to reverse this decision and commit to maintaining and expanding fee reductions to support equal access to higher education.” - To consider the following motion as submitted by Councillor M. Clarke:
“To call on Sligo County council to provide a report on planning for 64 apartments in 5 blocks at Globe House, Chapel Hill, Sligo. One of the conditions is that the development shall be occupied as per the particulars submitted in the application letter from Michael Gillen CEO of Bridgestock Care Ltd. received on the 16th November 2021. It shall not be used as alternative residential occupancy or in any other use, unless authorised by prior grant of planning permission. Can the occupancy conditions be outlined and if any alterations have been approved by this authority.” - To consider the following motion as submitted by Councillor E. McSharry:
“That Sligo County Council writes to the Minister for Transport and Infrastructure, and to the Ministers of State in that Department with responsibility for International and Road Transport, Logistics, Rail and Ports, and for Rural Transport, seeking urgent clarification on the status of the Collooney–Claremorris rail line.
The Council notes that as of May 2024, this section was not advanced in the All‑Island Strategic Rail Review. The Council now asks:
1. Is the Collooney–Claremorris section now included in the current Programme for Government?
2. Will it be delivered alongside the Athenry–Claremorris line by 2030?
3. Has it been approved to enter design and planning phase, with an associated timeline and confirmed funding?
This Council strongly supports the immediate reinstatement of this critical rail to Galway. Given its strategic role in regional development, connectivity, decarbonisation and rural sustainability, the exclusion of Sligo portion 47‑mile stretch (75.6 km) of this western rail corridor from State investment cannot be justified.” - To consider the following motion as submitted by Councillor L. Brennan:
“I ask that Sligo County Council write to the ESB and the Minister for the Environment, Climate and Communications, Mr Darragh O'Brien, requesting that consideration be given to offering a discounted electricity bill or other form of financial compensation to households in areas severely affected by Storm Eowyn, where families were left without power for extended periods — in some cases in Co Sligo exceeding two weeks.
In light of the hardship experienced by these communities, and the significant profits reported by the ESB in recent years, it is appropriate that affected customers receive some form of tangible recognition and support in response to the disruption they endured.” - To consider the following motion as submitted by Councillor L. Brennan:
“I ask that Sligo County Council requests the Commission for Regulation of Utilities (CRU) to review its customer protection standards with a view to introducing a statutory compensation framework for extended electricity outages, similar to the approach taken by Ofgem in the UK, where customers are automatically compensated following storm-related disruptions.” - Votes of sympathy.
