DEFERRED MOTIONS

  1. To consider the following motion as submitted by Councillor J. Queenan:
    “To call on the government to ensure that the national herd is not reduced under the Climate Change Bill”.
  2. To consider the following motion as submitted by Councillor J. Queenan and Councillor M. Clarke:
    “To call on Sligo County Council to activate Section 34 6 of the Planning Act so that the development of surfing accomodation on former IDA lands at Easkey, Co. Sligo can be considered for planning”.
  3. To consider the following motion as submitted by Councillor D. Gilroy:
    “To ask Sligo County Council to report on what procedures are in place to either refund or pay to Irish Water the contribution made by members of the public as a condition of planning permission who paid to Sligo County Council a contribution towards expenditure that was or that is proposed to be incurred by Sligo County Council towards the provision of water facilities. This fee would have been paid at commencement of development work but the connection was never completed due to delays in finishing the dwelling.

    And to ensure that no householder is asked to pay a second contribution to Irish Water when they have already paid for the provision of water facilities to Sligo County Council.”
  4. To consider the following motion as submitted by Councillor T. Walsh:
    “To ask Sligo County Council to provide an update on both Greenway Projects, the SLNCR and the Sligo to Bellaghy Greenway.”
  5. To consider the following motion as submitted by Councillor S. Maguire:
    “Acknowledging the positive step forward by the government in introducing the coercive control legislation, this Council seeks that further supports are provided for those who experience domestic violence and that formal recognition is given to those encountering parental alienation”.
  6. To consider the following motion as submitted by Councillor M. Casserly:
    “To seek an update from the OPW and CAO Joe Nugent on how the refurbishment of Sligo Garda Station complies with Part M of the Building Regulations Access and Use and whether a Disabled Access Certificate (DAC) has or will be issued at the completion of the works.”
  7. To consider the following motion as submitted by Councillor M. Clarke:
    “That Sligo County Council develop a Tourism Infrastructural Masterplan, for facilities ie; Toilets, Campervans and Car parking, Road access and Signage. The Masterplan should be on statutory footing going on public display and to include public consultation.  Areas like Dunmoran Strand, Aughris Head, Trawee Beach, Easkey Pier, Rathlee Enniscrone, Stranhill, Rosses Point, Mullaghmore Head, and other sites to be included by public consultation and elected Members. This Masterplan would be the framework for funding applications.”
  8. To consider the following motion as submitted by Councillor J. Queenan:
    “Ask Sligo County Council to secure funding to carry out a feasibility and technical study of Enniscrone pier and harbour.”
  9. To consider the following motion as submitted by Councillor A. Gibbons:
    “That this local Authority Calls on The Coalition government of Fianna Fáil Fine Gael and the Green Party to abolish without further delay the money been extorted from home owners of this country under the pretence of a property tax. “
  10. To consider the following motion as submitted by Councillor G. Mullaney:
    “To call on the Minister for Tourism Catherine Martin to simplify the application criteria for the Outdoor Dining Enhancement Scheme to avoid putting the hospitality sector to a lot of expense.”
  11. To consider the following motion as submitted by Councillor P. Taylor:
    “To Call on Sligo Co Council to Ask the Minister for Housing to:
    1. Review and increase the Income Thresholds for Social Housing Applications.
    2. To ask that the Qualification Terms of the Tennant Purchase Scheme be reviewed to address the current situation whereby certain applicants do not qualify on grounds of earned income.”

  1. To consider the following motion as submitted by Councillor M. Casserly:
    “Can the Council Marine & Structures Section investigate options to improve accessibility to/from the 2nd Beach in Rosses Point following the welcome completion of repairs to the coastal protection works as the current point may not be accessible when the tide is in.”
  2. To consider the following motion as submitted by Councillor M. Casserly:
    “To seek a status update on new Bus Shelters to be fitted around the county.”
  3. To consider the following motion as submitted by Councillor S. Maguire:
    “This council will replace and repair the access onto Culleenamore beach and make it wheelchair friendly. It has been degraded over the years and this will ensure safe access for all beach goers, and also install a disabled parking bay at the carpark.  In addition, the council will seek to secure funding for an additional beach wheelchair.”
  4. To consider the following motion as submitted by Councillor D. Bree:
    “That the meeting be provided with a report on the proposed new outdoor water-based activities Facility Centres which are to be constructed at Rosses Point and Enniscrone, the report to include details of the number of full time staff which will be required to manage the facilities; the estimated annual payroll costs; the subsidy/level of funding which will be provided by Failte Ireland for the facilities on an annual basis and if there will be a fee charged for the use of the facilities.”    
  5. To consider the following motion as submitted by Councillor M. Casserly:
    “To invite Minister Heather Humphreys to Sligo, as soon as is possible and within Covid guidelines, to visit the Social Welfare Offices in Sligo for her to pay tribute to the staff for the monumental efforts they made during Covid, particularly during the early weeks when so many had to cease employment during the pandemic.”
  6. To consider the following motion as submitted by Councillor M. Clarke:
    “To call on Sligo County Council to seek approval for recruitment of additional outdoor staff.”

    “To call on Sligo County Council to seek approval for additional staff for the planning section as a mater of urgency, given we are in a housing crisis and we are about to start a review of the CDP and are deferring the Sligo environs plan.”

    “Do you approve of the recommendation of the Sligo County Council Placenames Committee, that the Bridge over the Bellawady River, at Lower Main Street, Enniscrone, be named ‘Thomas Howley Bridge’.”
  11. To consider the following motion as submitted by Councillor T. Healy:
    “To call on Sligo County Council to write to the Minister for Local Government to make funding available to address the control growth of Giant Hogweed and Japanese Knotweed in Sligo.”
  12. To consider the following motion as submitted by Councillor M. Clarke:
    “To ask sligo county council to again ask Irish water to provide emergency funding for a full upgrade of the Easkey Sewage system and to extend the system to include 27 houses in the Fortland area. I have raised this first by way of motion at a Meeting of Sligo County Council held on 5th July, 2010. In response, Mr D. Harrison, Acting Senior Engineer stated the following: This proposal relates to the extension of the sewer collection network in Easkey for a distance in excess of 1.1km in the townland of Fortland. The preliminary cost estimate for these works is €280,000. I again raised it by way of motion at Sligo County Council held on 8th July, 2019. Mr. Kilfeather DOS informed the Members that, following referral of the notice of motion to Irish Water when received, the following reply had been received:

    Irish Water is committed to safeguarding Sligo’s wastewater network and ensuring effluent is discharged back into the environment in a responsible manner and in compliance with licences provided by the Environmental Protection Agency (EPA).

    The EPA regulates intermittent discharges from sewer overflows and wastewater treatment works under licence by the Wastewater Discharge Authorisation Regulation process. The majority of the wastewater collection networks in both Sligo and nationally are combined systems. In times of excessive rainfall or storm events when the prescribed flow in a given agglomeration is exceeded, a diluted effluent will be discharged through storm water overflows.

    In Easkey during periods of heavy rainfall, flows in excess of what the plant is designed to treat will settle in a storm sump and combine with the treated effluent and discharge via the primary discharge point. These storm water overflows operate as they should and as they are designed to in compliance with regulations.

    The overflows operate like this to ensure that raw sewage does not end up flooding public streets and create a risk to public health. As stated above such overflows are licensed by the EPA and listed in each agglomeration’s discharge licence.

    The Wastewater Discharge Licence (WWDL) issued for Easkey prescribes a monitoring programme for the influent, effluent and ambient data and this monitoring programme is undertaken and all data submitted to the EPA as required under the Licence. The EPA are the Regulatory Body responsible for auditing the WWDL and an audit was carried out on 9th May 2018.”
  13. To consider the following motion as submitted by Councillor D. Bree:
    “That Sligo County Council confirms its support for the proposal to hold a Referendum to amend Article 28 of the Constitution so as to ensure that government shall be collectively responsible for the protection, management and maintenance of the public water system and to ensure in the public interest that this resource remains in public ownership and management; and further the Council requests the Government to hold the Referendum at the soonest possible time in 2022.”
  14. To consider the following motion as submitted by Councillor A. Gibbons:
    “That this Council calls on the coalition Government of Fianna Fail / Fine Gael and The Greens to reintroduce the Covid ban on rent increases and evictions.”
  15. To consider the following motion as submitted by Councillor A. Gibbons:
    “That the roads department of this local authority, in the interest of health & Safety would carry out a traffic management study of the road on the upper Mall between the two Roundabouts to study ways of elevating traffic congestion created by the new entrance to Sligo University Hospital and the ongoing problems created by parents and buses dropping and collecting children from the Carbury national school & the Grammar School.”
  16. To consider the following motion as submitted by Councillor D. Gilroy:
    “That Sligo County Council shall vary the current County Development plan, to permit the development of specifically residentially zoned land, which is currently designated as being within the Strategic Land Reserve, where such lands are adjacent to existing residential developments and are serviced with adequate capacity. This variation is made in order to meet the current urgent demand for housing”.
  17. To consider the following motion as submitted by Councillor D. Gilroy:
    “That a Report be submitted by the Chief Executive listing all lands and buildings (excluding social tenanted houses) in the Council ownership in each Municipal District, their current use and, if vacant, the state of repair and their proposed use. If any of these properties are vacant, with no immediate use, is it possible to realise the value of the assets and use these assets to provide much needed services for the people of the County?”
  18. To consider the following motion as submitted by Councillor D. Gilroy:
    “That Sligo County Council based on the changed circumstances of Post Brexit Ireland make a submission that the delivery of the N15 Sligo to Bundoran Realignment be pursued as a matter of urgency and that the Review of the National Development Plan (NDP) together with the National Investment Framework for Transport Ireland (NIFTI) be used as an opportunity to further this vital project on the Atlantic Economic Corridor.”
  19. To consider the following motion as submitted by Councillor M. Connolly:
    “To ask Sligo County Council to engage with Bus Éireann-local link- and private transport operators to increase the number of available services from Tubbercurry Ballymote and west Sligo especially at off-peak times, early mornings and later evenings to facilitate people at these hours.”
  20. To consider the following motion as submitted by Councillor A. Gibbons:
    “That the Roads department of this Local Authority would bring up to a safety standard the pedestrian alleyway that connects Willow Park and Hazel Grove Maugheraboy and works to include the short service alleyway that leads to the rear of the houses in Willow Park Maugheraboy.”
  21. To consider the following motion as submitted by Councillor G. O’Boyle:
    “Sligo County Council call for the reform of Safety awareness training and in particular the Safepass course delivery and pricing.

    This reform should include a consultation process with the pass holders, standardized pricing in line with the cost of processing, online facilities for renewal and flexibility and an end to current price gouging.

    We also call for the current extension on expired cards to continue until the conclusion of said reform.”

    “Sligo County Council seek funding from the Government for a compliance officer to enforce landlords to comply with rent pressure zones and rent increases.”
