DEFERRED MOTIONS

  1. To consider the following motion as submitted by Councillor C. MacManus:
    “That this Council welcomes the passing of the Domestic Violence Bill by the Seanad earlier this month and calls on the Government to take all the necessary steps to ensure that the protections and safeguards enshrined in this Act are available as soon as possible.

    Further, recognising the vital frontline work and support services provided nationally and locally by agencies such as Women’s Aid, SafeIreland, Rape Crisis Centres and DVAS, this Council calls on the Government and the HSE to confirm that adequate resources and funding will be available as a matter of urgency. This Act will only mean something if the victims of domestic abuse and violence, both now and in the future, can use the new provisions to help ensure their safety.”
  2. To consider the following motion as submitted by Councillor C. MacManus:
    “To ask for a report outlining the number of fines issued and subsequent revenue raised in years 2015, 2016 and 2017 for
    1. littering and
    2. dog fouling.
    Further, can the Council consider creating a strategy and\or awareness programme around the issue of dog fouling centred on community engagement, education and targeted enforcement actions.”
  3. To consider the following motion as submitted by Councillor K. Henry:
    Can I receive an update on a motion I previously proposed regarding consideration for a hedge cutting grant similar to that available in other local authorities. What view has been formed by the executive on the merits of this scheme.”
  4. To consider the following motion as submitted by Councillor M. Gormley:
    “That the public lighting be extended on the Ballymote Road R294 out of Tubbercurry”.   
  5. To consider the following motion as submitted by Councillor T. Healy:
    “To call on Sligo County Council to have open discussions with waste disposal companies to facilitate hazardous waste disposal in Sligo to cover the two new Municipal areas Sligo-Drumcliff and Sligo-Strandhill”.
  6. To consider the following motion as submitted by Councillor T. Healy:
    “That Sligo County Council liaise with Irish Water to assess the feasibility of an upgrade for the north Sligo public water supply from the Gortnaleck and Lyle streams.”
  7. To consider the following motion as submitted by Councillor K. Henry:
    “To ask Sligo County Council to provide a number of on-street seats or benches on the streets of Ballymote.”
  8. To consider the following motion as submitted by Councillor M. Casserly:
    “This council:
    1. Is deeply concerned of the imminent threat of closure of up to 390 Post Offices throughout the country and the threat to the long-term future of the remaining 690 Post Offices. 
    2. Believes Believing the decision as to whether a community has a Post Office or not, should not hinge on a Postmaster wishing to retire. 
    3. Recognises there is an alternative and superior solution to the Post Office issue available to An Post and to Government in the form of the Kiwi (Post) Bank model that was established in New Zealand in 2002, and now has 20% of the banking market and 25% of all banking customers in New Zealand.  It has been described as a phenomenal success having made over $7m profit in its third year of operation and nowadays posts annual profits of circa $100m.
    4. Supports the Dáil Private Members Motion of 11th November, 2016 – The Dáil Motion of the 11th November, 2016, passed by the Dáil – 158 Votes (no Amendments) “Calls on the Government to:
      • Implement a new community banking service operated by An Post to be made available in all post offices throughout the country; this post community bank could be based on either the New Zealand Kiwibank model or the German Sparkassen model, both of which have been found to be valid models;”

    Therefore, this Council calls on Government to,
    1. Enact ‘Private Members Dáil Motion of the 11th November, 2016’
    2. Postpone the closure of Post Offices while the Kiwi Post Bank model for the Irish Post Office network is developed.

    The results of this Council motion to be promptly conveyed to the Minister for Communications, Climate action and Environment and Deputy Hildegarde Naughton, Chair of Committee on Communications, Climate Action and Environment”.
  9. To consider the following motion as submitted by Councillor S. Maguire:
    “Sligo County Council will seek an environmental awareness grant or alternative funding to secure recycling bins for the shorefront at Strandhill, Rosses Point and a number of trial locations to establish if they can be rolled out across the county.”
  10. To consider the following motion as submitted by Councillor K. Henry:
    “How many council houses are considered to be Void or eligible for the Voids programme within the county and in need of upgrade?
    How much funding is estimated to be needed to bring these houses into use?
    How much funding has been allocated in 2018 to the Council under the Voids Programme?”
  11. To consider the following motion as submitted by Councillor S. Maguire:
    “Sligo County Council will engage with and lobby Irish Water and the E.P.A. to upgrade the current wastewater treatment works at Strandhill to include UV treatment.”
  12. To consider the following motion as submitted by Councillor D. Mulvey:
    “To ask Sligo County Council for an update on the taking in charge of Woodstream estate Coolaney.”
  13. To consider the following motion as submitted by Councillor S. Kilgannon:
    “Now that Sligo is designated a Growth Centre under the National Planning Framework, this Council request an update on what are the possibilities of Corrib Gas being piped to Sligo”.
  14. To consider the following motion as submitted by Councillor M. Gormley:
    “Following on from Minister Boxer Moran’s visit to Court Abbey Cemetery on the 21st August, 2017 where he indicated his Department would provide funding to carry out a study on the dangerous monument in order that conservation works can be carried.  I am seeking the support of the council to call on Minister Boxer Moran to honour his commitment and provide the funding necessary”.
  15. To consider the following motion as submitted by Councillor M. Gormley:
    “The section of Regional Road 296 from the Railway bridge to past Ballymote Cemetery is in very poor condition and needs improvement works carried out. What plans have the Council to improve this section as it’s a danger to all road users both pedestrians and motorists?”
  16. To consider the following motion as submitted by Councillor R. O’Grady:
    “Update requested on what housing grants are available to the public presently”. 
  17. To consider the following motion as submitted by Councillor R. O’Grady:
    “I call on Sligo County Council to ban the use of Roundup (Glyphosate) as a weed killer in all public areas in Co Sligo”.
  18. To consider the following motion as submitted by Councillor R. O’Grady:
    “That Sligo County Council, as a matter of urgency, write to the Minister for Health Simon Harris demanding that all patients given a diagnosis of cancer are furnished with medical cards without delay”. 
  19. To consider the following motion as submitted by Councillor P. Taylor:
    “To ask Sligo County Council to address the problems with the road surface at Knocknashammer on the R294”.

MOTIONS

  1. To consider the following motion as submitted by Councillor D. Mulvey:
    “I again call on Sligo County Council and the T.I.I. {Transport Infrastructure Ireland} to re-examine the recently constructed build out works at the Templehouse road L1603 -N17 Junction.

    In the last two weeks alone two further accidents have occurred here with one motorist having to be cut out of the vehicle.  I have been contacted by and meet with numerous motorists and local residents who have expressed concern about this new junction layout which prior to this work was already a dangerous crossing point but since recent works by the TII it appears to be far more dangerous exiting onto the very busy N17 now.

    The N17 is an extremely busy road with thousands of vehicles using it daily from the north west to the west. Local and visiting motorists are finding it increasingly difficult to get safely across and onto this stretch of road at the Temple house junction due to poor sight lines and visibility and due to the excessive speed of oncoming traffic.

    The existing signage needs to be addressed also.  Local residents are in fear every time they have to exit at this junction and some are having to detour onto to other roads to get out safely onto the N17 which is not acceptable.

    At a meeting of Sligo County Council earlier this year I highlighted this same issue and was informed by senior roads engineer that an independent audit of this location would be carried out.  I am again calling on The TII and Sligo County Council to look urgently at this junction before another accident or fatality occurs”. 
  2. To consider the following motion as submitted by Councillor R. O’Grady:
    That Sligo County Council consider putting traffic calming measures in place on the Shore Road, Strandhill.
  3. To consider the following motion as submitted by Councillor S. Kilgannon:
    “Following the announcement of the National Land Development Agency, Sligo County Council calls on the Minister for Finance and Government to establish a Funding model that can utilise Credit Union funds to Build or Rent Social and Affordable housing”.
  4. To consider the following motion as submitted by Councillor S. Kilgannon:
    “To ask the C.E.O. what are the advantages for Sligo County Council in its efforts to provide Social and Affordable housing following the announcement of the National Land Development Agency”.
  5. To consider the following motion as submitted by Councillor M. Casserly:
    “To receive a progress report on the a new pontoon dock at Doorly Park which will pave the way for the promotion of greater tourist traffic on Lough Gill and in Sligo in general”.
  6. To consider the following motion as submitted by Councillor M. Gormley:
    “What is the up-to-date position regarding works to take place on the Owenmore River?”
  7. To consider the following motion as submitted by Councillor T. MacSharry:
    "That Sligo County Council engineering staff would place a Pedestrian Crossing on the Bundoran road to accommodate the large numbers of people young and old that cross the road to access Shops and Food outlets".
  8. To consider the following motion as submitted by Councillor T. MacSharry:
    "That Sligo County Council would immediately write to the C.E.O. of Deaf Hear and the H.S.E. calling for an absolute guarantee that the Deaf Hear services are not to be removed from Sligo".
  9. To consider the following motion as submitted by Councillor K. Henry:
    “That Sligo County Council provide funding for the change of right of way exiting Earlsfield estate and the Primary Care Centre at the junction with Marren Park as an urgent matter of road safety”.
  10. To consider the following motion as submitted by Councillor C. MacManus:
    “Recognising the increased placement and usage of automated external defibrillators (AEDs) in communities right across not only this County but across the State, that this Council calls upon the HSE to instigate an online register of their locations. Subsequently, utilising smartphone technology, an app should be designed to allow first responders to locate the nearest AED at any given time, thus increasing the possibility of saving lives.”
  11. To consider the following motion as submitted by Councillor C. MacManus:
    “To ask the Executive for a report on:
    1. The number of applicants on Sligo County Council’s Social Housing List;
    2. The number of Council owned houses throughout the County;
    3. The number of void Council owned units brought back into social housing use since January 2017 and the number of void units outstanding;
    4. The number of households that Sligo County Council are assisting through either HAP, RAS or any other social payments to those accessing ‘social housing’ via the private rental sector;
    5. The cost to the public exchequer of the payments outlined in (d) for 2017 and 2018 (to date)
    6. A list of the location and size of all unused [that has not been subject to a Part 8 Planning Process] landbanks owned by Sligo County Council;
    7. Outline efforts that Sligo County Council have made to use their compulsory purchase powers to bring vacant and derelict properties back into use for social housing?

    Further, recognising that there is a Housing Crisis and a chronic shortage of Social and Affordable Housing, that this Council calls on the Executive to outline proposals to address this issue by:
    1. Bringing outstanding void Council Houses back into use;
    2. Bringing forward proposals to utilise unused landbanks as per (f) for social and affordable housing;
    3. Using CPO powers to bring vacant and derelict properties back into use for social housing if this process hasn’t already begun.”
  12. To consider the following motion as submitted by Councillor S. Maguire:
    “This council will write to the minister for Finance Paschal Donohoe seeking the introduction of a Suckler Cow Scheme in the forthcoming budget.”
  13. To consider the following motion as submitted by Councillor S. Kilgannon:
    “Sligo County Council calls on the Minister for local Government to set up a national fund to help deal with overgrown hedges and over hanging trees on primary and secondary roads as they are a real danger during very stormy weather.”
  14. To consider the following motion as submitted by Councillor M. Casserly:
    “That Sligo County Council write to the Minister for Health to ask for the commitment of funding to enable the completion of the much needed new Psychiatric Unit at Sligo University Hospital”.
  15. To consider the following motion as submitted by Councillor D. Bree:
    “That in view of the ever intensifying housing crisis this Council resolves that in areas of high demand the Council will use Compulsory Purchase Orders to acquire long term vacant houses and make them available for applicants on the Councils Housing Waiting list.”

    “That the Council expresses its concern at the recent use of hoods by members of the Gardai who assisted private security men in balaclavas evict housing protesters from an empty property in North Fredrick Street, Dublin; and further that the Councils concern be brought to the attention of the Minister for Justice and Equality.”

    “To ask the Chief Executive what progress has been made with regard to the live streaming of Council meetings and if quotations/costs have been sought in respect of the provision of live streaming.”

    “Ask the Director of services to outline how much funding has been allocated towards coastal protection works in west Sligo for 2018”.

    “Call on Sligo County Council to make Stokane, Rathlee and Kilglass N.S. a priority for funding under the Clar Programmes 2019”.

    “To call on Sligo County Council to arrange a public consultation to be held to identify a sensible solution to address the need for a pedestrian crossing in the village of Ballisodare. The viable options need to be proposed, advertised and discussed with the public.  On completion of this process, that Sligo County Council would prepare a feasibility report for submission to the safety section of the T.I.I. with a view to securing funding.”
  22. To consider the following motion as submitted by Councillor D. Mulvey:
    “To call on Sligo County Council to give an update on the Owenmore River drainage issue in light of the correspondence I have received from Minister Boxer Moran dated 21-9-18 (please see Item V of Meeting correspondence).”

    “To ask Sligo County Council has there been any update on the issue of safety for traffic exiting on to L1502 from Colaiste Muire Secondary School, Ballymote due to the danger motorists are having with speeding traffic coming in from the  Drumfin side.  In 2016 I highlighted the need for traffic calming at this location and hope some safety traffic calming works can be put in place before there is an accident.”
  24. To consider the following motion as submitted by Councillor H. Keaney:
    “Call on the Government to provide, in the upcoming budget, adequate funding to ensure that the Regional Veterinary laboratories are equipped with staff, resources and facilities to deliver enhanced services to farmers on the six strategically located sites.”

    “Recognising the ongoing issue of period poverty and that it is unacceptable that anyone should be unable to, or struggle to buy sanitary products, that this Council calls on the Government to commit the Department of Health to:
    • Aim towards the principle of ensuring that sanitary products should be easily accessible to those that need them;
    • That as an initial step, free sanitary products be provided to all second & third level students as well as those in receipt of a medical card.”
