AGENDA

1. CONFIRMATION OF MINUTES

2. DECLARATION OF INTERESTS/CONFLICT OF INTEREST

3. HEADED ITEMS

Update on the Croi Conaithe Towns Fund (Vacant Property Refurbishment Grant) and Properties on the Derelict Sites Register.

4. NOTICES OF MOTION

4.1 To consider the following Motion as submitted by Councillor O’Boyle

"That Sligo County Council assess and maintain all walking trails on Knocknarea, carrying out any necessary vegetation management and maintenance works, and establish a regular maintenance programme for all Council-managed walking trails across County Sligo to ensure they remain safe and accessible year-round."

4.2 To consider the following Motion as submitted by Councillor O’Boyle

"That Sligo County Council reaffirm its commitment to the restoration of the Old Gate Lodge at Sligo Cemetery and bring forward a programme of works to preserve this important heritage building for future generations."

4.3 To consider the following Motion as submitted by Councillor Nealon

"That the roads department designates funding in next year’s budget towards footpath improvements as well as road resurfacing works at Mulberry Park and Ashbury Lawn."

4.4 To consider the following Motion as submitted by Councillor Nealon

"Noting that local authorities must identify official bathing areas in their area every year so that they can be monitored for safety, water quality and their level of use.

Considering the growing success and popularity of Gibraltar Point, it is surprising that it was not identified for the 2026 bathing season along with Rosses Point, Enniscrone, Mullaghmore, Streedagh and Dunmoran Beach.

As a general rule of thumb, it is suggested that any waters being proposed for formal identification as bathing waters under the 2008 Bathing Water Regulations should, over the course of any day at peak periods during the course of the bathing season, have at least at least 10 -15 bathers for smaller / more remote bathing areas and at least 20 -30 bathers per day for larger / more accessible areas.

I am aware that public participation is now open, under which the public can make submissions for the 2027 bathing season until the 26th of this month.

However, according to the EPA's public advice on the identification of new bathing waters document, of July 2026, applications for designation of a new bathing area can come from within the local authority.

Considering the growing numbers currently bathing there and noting the near completion of nearby Ocean View development, it is imperative that these waters be fully assessed for safety and water quality.  I therefore request that this council include Gibraltar as an identified bathing water in their 2027 submission to the EPA."

4.5 To consider the following Motion as submitted by Councillor Gibbons

"That Sligo County Council contact the National Transport Authority (NTA) and request that it prioritise the provision and installation of bus shelters at the following locations:

  1. The bus stop on Clarion Road, Sligo;
  2. The bus stop on the R291 Rosses Point Road, opposite the shopping village at Cartron."

4.6 To consider the following Motion as submitted by Councillor O’Boyle

"That Sligo County Council take immediate measures to prevent parking in the turning area at St John’s Terrace and confirm its Taking in Charge status"

4.7 To consider the following Motion as submitted by Councillor Kilgannon

"That Rathedmond Road be included on the roads programme for resurfacing and also to remove the speed ramp as this road is no longer a through road."

4.8 To consider the following Motion as submitted by Councillor Kilgannon

"To request that the Roads Department of Sligo County Council install traffic calming on the road at St Annes Terrace Sligo town."

4.9 To consider the following Motion as submitted by Councillor Bree

"That both the Minister for Transport Darragh O'Brien T.D. and the Chief Executive of Iarnrod Eireann Ms Mary Considine, be requested to provide a report indicating

(1) when an early morning commuter service linking Sligo with Longford will be introduced;
(2) when additional car parking spaces will be provided at MacDiarmada Station;
(3) when MacDiarmada station will be refurbished and the roof replaced;
(4) when catering services will be reintroduced on the Sligo-Dublin rail service.”

4.10 To consider the following Motion as submitted by Councillor Bree

“That the meeting be provided with an up to date report in regard to the ecological surveys, Natura Impact Statement and preparation of the detailed design for the construction of the tidal swimming pool at Gibraltar.”

4.11 To consider the following Motion as submitted by Councillor Higgins

"That this council install signage at Seaville Estate as follows:

i) ‘Slow Down Children at Play’ signs in Seaville estate;
ii)         Name of the estate at the entrance as wayfinder signage."

4.12 To consider the following Motion as submitted by Councillor Higgins

"That this council install bollards on the footpath at the entrance to Ard na Veigh to deter drivers parking on the corner which in turn blocks the views of residents trying to exit the estate, and also blocks the paths for pedestrians , disabled people and young families."

4.13 To consider the following Motion as submitted by Councillor Higgins

"As part of future Public Realm projects within Sligo BD, this motion calls on Sligo County Council to consider the inclusion of a calm, quiet public space that will act as a mental health and wellness sanctuary."

4.14 To consider the following Motion as submitted by Councillor Gibbons

"That Sligo County Council would immediately put in place a programme of works to identify, prioritise and repair all damaged, broken and unsafe footpaths throughout Cartron Point and Cartron Heights, with particular attention given to areas presenting a trip hazard or restricting safe pedestrian access.

This programme should include a full inspection of the footpaths in both estates, with the necessary repairs carried out as a matter of priority, and a clear timeframe provided to local residents for the completion of the works."

4.15 To consider the following Motion as submitted by Councillor Gibbons

"That this local authority calls on the Roads Department of Sligo County Council to provide an urgent update report on the proposed works to the junction adjacent to the post office on the Maugheraboy/Tracy Avenue road.

This junction is currently in a dreadful and hazardous condition, creating a serious safety concern for pedestrians and other road users. Given the condition of the junction and the potential danger it poses, this local authority requests that the Roads Department confirm when the necessary works will commence and when they are expected to be completed."

4.16 To consider the following Motion as submitted by Councillor Kilgannon

"To call on the roads department of Sligo County Council for an update on the construction of a safe continuous footpath and lighting on the second sea road from the new development to the Strandhill road."
