Proposed by Councillor D. Mulvey
Seconded by Councillor P. Taylor
AND AGREED
“To ask Sligo County Council to take charge of the short section of link road at Carrowmacarrick, Coolaney [map attached]. This road was fully resurfaced in the last 2 years, with the short end section surfaced under an LIS and is in excellent condition now. This is a popular, safe walking loop of the village and is used daily, as there is not much traffic using it.”
REPLY:
The road shall be inspected to establish if the location is to an acceptable standard for taking in charge. After this operation the criteria for taking in charge, as set out in the Roads Act 1993 (as amended), shall be applied to the road to confirm if it meets the required elements for taking in charge.
Following a query from Councillor Dara Mulvey Mr Paul O’Rourke advised that the first step following completion of works is an inspection by the Area Engineer.
4.3 Safety concerns relating to the entrance and exit of Nace O’Dowd Park on the N17:
Proposed by Councillor D. Mulvey
Seconded by Councillor B. Gallagher
AND AGREED
“To ask Sligo County Council if there has been any update on the communications on April 29th to Sligo County Council on behalf of Coolaney/Mullinabreena GAA Club to Highlight urgent and escalating safety concerns relating to the entrance and exit of Nace O’Dowd Park on the N17. These concerns extend across approximately 950 metres of roadway, where there are six separate exits serving the GAA grounds and neighbouring properties.”
REPLY:
Sligo County Council received correspondence from Coolaney/Mullinabreena GAA Club on 6 May 2026 (dated 29 April 2026) outlining road safety concerns relating to access to Nace O' Dowd Park on the N17. The Council issued a detailed written response to the Club on 18 May 2026.
The concerns raised by the Club, including vehicle speeds, turning movements, congestion during peak activity periods, pedestrian movements associated with the sporting complex, and the presence of multiple access points along this section of the N17, were acknowledged by the Council. The importance of Nace O'Dowd Park as a significant community and sporting facility serving large numbers of children, young people and adults was also recognised.
The Council noted that the speed limit at this location had previously been reduced from 100 km/h to 80 km/h following a statutory review process and that periodic speed enforcement is undertaken by An Garda Síochána. The cessation of the unauthorised market activity which had been taking place at the location was also welcomed as this had contributed to additional congestion and conflicting vehicle movements.
Road Safety Improvement Schemes on the national road network are funded by Transport Infrastructure Ireland (TII) and are prioritised based on recorded collision history and findings arising from formal TII road safety inspections. At present, the section of the N17 adjacent to Nace O' Dowd Park has not been identified through either of these processes and, consequently, does not currently qualify for progression under the TII Road Safety Improvement Scheme programme.
Since the Council's response of 18 May 2026, there has been no material change in the status of the location under the TII Road Safety Improvement Scheme programme.
However, the concerns raised by the Club remain on record and will continue to be highlighted to TII through future road safety reviews and programme development processes. The location may also be considered as part of the assessment of candidate sites for future road safety programmes, subject to TII criteria, prioritisation and funding availability.
In the longer term, the proposed N17 Knock Collooney Atlantic Economic Corridor Project, which is currently progressing through TII's project development process, would bypass this section of the existing N17 and has the potential to address many of the underlying road safety and capacity constraints identified by the Club.
Sligo County Council appreciates the proactive engagement of Coolaney/Mullinabreena GAA Club on this matter and acknowledges the efforts undertaken by the Club to manage traffic safely during major events. The Council will continue to engage with TII regarding road safety concerns on the national road network and any opportunities that may arise to improve safety at this location.
Item 4.3 and 4.10 were discussed together.
A discussion followed and items of concern raised by Cllrs. Mulvey, Gallagher, Taylor and Brennan included the number of trucks pulling in, road markings and signage, accidents on the N17, speed limit review, traffic calming, accident statistics not being shared
between decision makers, and minor accidents not being recorded.
4.4 Condition of the road into the old parish church of Emlafad, Ballymote:
Proposed by Councillor D. Mulvey
Seconded by Councillor P. Taylor
AND AGREED
“To ask Sligo County Council to address the condition of the road into the old parish church of Emlafad, Ballymote, which is a tourism attraction and listed under the urban trail www.sligowalks.ie The Church itself is of mid 18th Century (1745) design but was later replaced in 1818 by the church that is within the town now.”
REPLY:
It is not possible to add this road to this year's Roads Programme. However, the possibility of carrying out works under the Community Involvement Scheme (CIS) could be explored in the future, subject to the road meeting the scheme's eligibility criteria and the availability of funding.
Councillor Dara Mulvey outlined the delay of over 5 years for Schemes on the CIS list and asked if the vegetation could be removed.
4.5 Upgrade the walkway in Aughanagh Cemetery, Ballinafad:
Proposed by Councillor G. Mullaney
Seconded by Councillor L. Brennan
AND AGREED
“To ask Sligo County Council to upgrade the walkway in Aughanagh Cemetery, Ballinafad.”
REPLY:
Road safety management issues for R284 near Ballinakill cemetery will be reviewed by Roads and Environment to consider what parking interventions, if any, might be considered appropriate.
Mr Paul O’Rourke will revert with a response to this NOM re Aughanagh Cemetery.
4.6 Pedestrian crossing at Stonepark, Ballymote:
Proposed by Councillor G. Mullaney
Seconded by Councillor D. Mulvey
AND AGREED
“To ask Sligo County Council to provide a pedestrian crossing at Stonepark, Ballymote, on the R293 close to the entrance to Ballymote Sports Park.”
REPLY:
This request will be referred to the Roads Design Office for assessment. Subject to the outcome of that assessment, the project may be considered for inclusion in a future application under the Department of Transport's Non-National Roads Safety Improvement Scheme. Should funding be secured under this scheme, the detailed design can be progressed in the first instance, with construction to follow subject to the availability of further funding.
Councillor Gerard Mullaney was happy with the response he received. Councillor Dara Mulvey and Councillor Paul Taylor supported this motion.
4.7 Additional street lighting to address black spots – Ballinafad village & Riverstown:
Proposed by Councillor L. Brennan
Seconded by Councillor D. Mulvey
AND AGREED
“To ask Sligo County Council to install additional street lighting to address black spots in the following locations:
i) Ballinafad village – Gortalough (lower village) approx. 100 meters of road along the L1801 towards Arrow Court housing estate. Also, two lights are required to be added to the Gortalough – Lecarrow road (above Community playground). Poles are in place but lighting needs to be added/replaced.
ii) Riverstown - along a 70-meter black spot between the water treatment plant and the dwelling F52 YW24 on the Park Lane. This black spot prevents many people from completing the full village loop during winter nights and it is the only blackspot along this walkway.
The council may wish to investigate the suitability of solar lighting which may be a more practical option that will avoid digging roadways and laying cables etc.”
REPLY:
There is currently no capital funding for investment in new public lighting. The provision of standalone projects involving the construction of new lighting together with associatedcivil works is therefore not feasible at this time. The maintenance fund available is strictly for, and targeted at, the maintenance of the existing Public Lighting network.
Projects to be funded through the public lighting budget for 2026 will be considered with regards to safety need.
A discussion followed, and following a query from Cllr. Brennan, Mr Paul O’Rourke advised that solar lighting still requires a capital budget. Cllr. Taylor outlined the lack of footpath upgrades in this MD area and Cllr. Gallagher supported this.
4.8 Parking spaces on R284 near Ballinakill Old Cemetery:
Proposed by Councillor L. Brennan
Seconded by Councillor D. Mulvey
AND AGREED
“To ask Sligo County Council to create parking spaces on the R284 near Ballinakill Old Cemetery. This cemetery is located between two ‘S’ bends, on a regional road, and there is no parking for those who want to visit the cemetery. There is a serious safety concern with the speed of traffic for those who try to use the cemetery.”
REPLY:
The Area Office will investigate the matter in conjunction with the Environment Department and assess the site to determine whether a suitable and safe solution can be identified. Any proposals arising from this assessment will be considered subject to the availability of funding and the relevant design, road safety and land ownership constraints.
Councillor Liam Brennan suggested farmers with land may help Sligo County Council.
4.9 Verge trimming on junctions of the L3700:
Proposed by Councillor L. Brennan
Seconded by Councillor P. Taylor
AND AGREED
“To ask Sligo County Council to liaise with TII in order to carry out verge trimming on the junctions of the L3700, prior to the verge trimming carried out by the TII on the new N4. When the New N4 is undergoing verge trimming the traffic is diverted onto the L3700 and the overgrown junctions leave this road dangerous for all road users. If junctions on the L3700 were cut prior to closing the New N4 it would leave this diversion much safer for local residents and road users.”
REPLY:
Transport Infrastructure Ireland will not fund verge cutting on local roads. TII provide an annual maintenance budget for routine maintenance, including boundary maintenance for national roads only. The Roads Department do not have a specific funding source for the maintenance of hedgerows on local roads. This issue can be examined under the provisions of Section 70 of the Roads Act 1993 (as amended).
A discussion followed regarding the dangerous nature of this road, but also that it is the landowners responsibility to cut hedges.
4.10 Road safety concerns:
Proposed by Councillor B. Gallagher
Seconded by Councillor D. Mulvey
AND AGREED
“To ask Sligo County Council to Roads Department and the TII to investigate implementation of a traffic calming scheme like the successful model used at Knockdoe Cross on the N17 in Galway, which has proven effective on the same national primary route.
Short Term Measures
- Warning signage for a sports facility and multiple exits
- Orange flashing warning lights to alert motorists to turning traffic and pedestrian activity
- Improved lighting at the entrance and pedestrian approach
- A formal Road Safety Audit to determine the full extent of required interventions Longer Term Measures
- A central concrete bollard or traffic island to physically narrow the carriageway and reduce speeds
- A reduced speed limit of 60 km/h through the 950m hazard zone
- Consideration of a right turn box, widened entrance, or controlled crossing based on audit findings.”
REPLY:
Sligo County Council acknowledges the road safety concerns raised in relation to this section of the N17 and recognises the importance of the facilities located along this stretch of road.
The Council notes the reference to the traffic calming measures implemented at Knockdoe Cross on the N17. However, TII no longer provides funding for standalone traffic calming schemes on the national road network. Road safety investment on national roads is generally progressed through specific road safety programmes, with locations prioritised based on collision history, road safety inspections and available funding.
At present, this section of the N17 has not been identified as a high-collision location and therefore does not currently qualify for progression under the TII Road Safety Improvement Scheme programme. Furthermore, as the location is not considered a builtup urban area, there is no scope to secure funding for these measures through the Urban Active Travel programme.
The concerns raised regarding vehicle speeds, turning movements, pedestrian activity and the number of access points at this location have been noted. Any future consideration of measures at this location would be subject to TII policy, programme prioritisation and the availability of funding.
Discussed under item 4.3
4.11 Removal of poles and overhead cabling between Tubbercurry and Curry:
Proposed by Councillor B. Gallagher
Seconded by Councillor P. Taylor
AND AGREED
“To ask Sligo County Council Roads Department, in conjunction with the Transport Infrastructure Ireland (TII) and Eir, to undertake a joint assessment of the N17 between Tubbercurry and Curry with a view to removing roadside trees and relocating Eir poles and overhead cabling a minimum of five metres further back from the carriageway, where feasible, or alternatively placing the services underground. I further call for the provision of two strategically located lay-bys along this section of the N17 to enable heavy goods vehicles and wide-load vehicles to pull in safely, allowing oncoming traffic and following vehicles to pass safely, thereby improving road safety for all road users.”
REPLY:
The N17 between Tubbercurry and Curry is a national primary road and any works of the nature proposed would require consideration in conjunction with Transport Infrastructure Ireland (TII) and other relevant stakeholders, including utility providers.
There is currently no funding mechanism available through TII to advance a project of this scale at this location other than through the Road Safety Improvement Programme. This programme is evidence-led and prioritises locations identified through collision Analysis and road safety assessments.
The section of the N17 referenced in the motion has not been identified in the most recent High Collision Location assessment and therefore does not currently qualify for consideration under the Road Safety Improvement Programme.
Sligo County Council will continue to monitor collision data and road safety trends along this section of the N17 and will consider appropriate interventions should future assessments identify a road safety issue that meets the criteria for available funding programmes.
A discussion followed during which Councillor Barry Gallagher advised Vision Built, Tubbercurry, want to expand their factory by 2030. A lot of truck movements have to happen at nighttime due to traffic during the day, therefore road improvements are necessary. Ms Emer Concannon advised that while this location is not identified for a TII Safety Scheme, the SRDO will discuss the situation with TII.
4.12 2026 Roads Programme for Ballymote Tubbercurry Municipal District:
Proposed by Councillor B. Gallagher
Seconded by Councillor L. Brennan
AND AGREED
“To ask Sligo County Council to provide an updated report on the status of the 2026 Roads Programme for the Ballymote/Tubbercurry Municipal District, outlining which projects included in the originally approved programme have been completed, which remain outstanding, and which are now unlikely to proceed in 2026 due to the significant increases in the cost of diesel, bitmac, tar, stone and other road construction materials.
The report should also indicate what measures, if any, are being considered to minimise the impact of these increased costs on the delivery of the roads programme.”
REPLY:
Approximately 90% of the restoration maintenance program is complete and over 80% of the restoration improvement program is complete in the South MD. There are currently no plans to remove roads from the 2026 roads program.

Proposed by Councillor P. Taylor
Seconded by Councillor B. Gallagher
AND AGREED
“To ask Sligo County Council for an update on when footpath works will be carried out in the towns & villages of our Municipal District.”
REPLY:
Footpath works are scheduled for later in the year in the Ballymote and Enniscrone Eng areas following the completion of the roads programme. Some footpath works are completed in the Tubbercurry Engineering Area and further work is scheduled for later in the year.
Councillor Paul Taylor and Councillor Barry Gallagher outlined the need for footpath upgrades in Tubbercurry and surrounding villages including Curry, Aclare, Tourlestrane, Gurteen Bunninadden, including estates taken in charge. As the second largest town in County Sligo, Tubbercurry needs a bigger share of the funding for footpaths - wheelchair users and people with buggies have difficulties using the footpaths.
