REPLY:

This location has been assessed, and design work has commenced to improve safety at the junction. The relevant landowners have also been identified, and once a draft design is ready, we shall be in contact with them. Once we have an approved design with landholder agreement, we shall look for funding to carry-out the works.

A brief discussion followed. Councillor Dara Mulvey advised this is a very dangerous junction and welcomed the progress on design. Mr. Paul O’Rourke advised that the Scheme involves land purchase, which may take time.

8. FLOODING CONCERNS ROCKFIELD, COOLANEY:

PROPOSED BY: COUNCILLOR D. MULVEY
SECONDED BY: COUNCILLOR M. CLARKE

And agreed:

“To ask Sligo County Council to issue a response on what works are needed to elevate flooding concerns on behalf of local residents following any heavy rainfall near the National School and Mountain Inn premises at Rockfield, Coolaney.”

REPLY:

Sligo County Council will carry out a detailed survey of the drainage network at this location with a view to identifying a solution to the issue. Once we have an approved design and agreement from relevant landholders if any, we shall look for funding to carry-out the works.

A brief discussion followed. Councillor Dara Mulvey advised that works are required as the drainage system cannot take away all the surface water, with all the heavy rain and more frequent storms. Mr. Paul O’Rourke advised that a survey will be carried out between now and Christmas, but funding will be the issue.

10. WATER SPORTS PROJECT AT ENNISCRONE AND ROSSES POINT FUNDING:

PROPOSED BY: COUNCILLOR J. QUEENAN
SECONDED BY: COUNCILLOR M. CLARKE

And agreed:

“To call on Sligo County Council for an update on the water sports project at Enniscrone and Rosses Point funding allocated 2021.”

REPLY:

“Platforms for Growth” funding was sourced from Fáilte Ireland in 2021 to progress the provision of Water Sport Enhancement Facilities at both Rosses Point and Enniscrone.  This project will provide facilities including lockers, showers, toilets and changing areas to these beaches. An exemplar design was developed by Fáilte Ireland to inform the delivery of these facilities at 19 sites across the country.

Planning permission was sought for the project from An Bord Pleanála (now An Coimiúsin Pleanála) in 2023 and was granted approval in 2024.  Subsequently a single point design team, led by Jennings O’Donovan was appointed. Detailed design for the project is currently progressing, and it is anticipated that a tender for the construction of the facilities will be published in Q4 2025 subject to Fáilte Ireland approval. Construction on site is expected to commence in Q1 2026.

Councillor Joe Queenan asked if this had gone to tender to which Ms. Emer Concannon advised it will be going to tender before the end of October, and the works will commence in Q1 2026.

11. LINK ROAD AT CARRIGANS UPPER, BALLYMOTE:

PROPOSED BY: COUNCILLOR D. MULVEY
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council to work towards getting the link road widened at Carrigans Upper, Ballymote, which leads from road L1502 up past the old golf course. This link road is only the width of one vehicle and there are many vehicles using it.  The road is being used daily as the route to the National and Secondary schools and by workers in Ballymote town.  This narrow road has stone walls on each side with loose rocks regularly falling onto the road adding to the danger for traffic. There are many new houses in the area with families unable to even walk along the current road due to its narrow width.”

REPLY:

This is a Local Tertiary Road of approximately 1.8Km in length. Widening this road will require significant investment. There are currently no suitable government programmes available to support this scale of work on a Local Tertiary Road. We will engage with the Department to find a scheme that will support this.

Additionally, an LCAS was applied for previously at this location, but the landowner was unwilling to sell any part of the land required.

A discussion followed. Councillor Dara Mulvey, Councillor Gerard Mullaney and Councillor Paul Taylor all expressed their concerns regarding this narrow road with nowhere to pull in, particularly with school busses using the road. Councillor Mulvey and Councillor Mullaney advised they had been contacted by residents of the road relaying their concerns.

SECONDED BY: COUNCILLOR M. CLARKE

And agreed:

“To call on Sligo County Council to outline what is the speed limits through the following villages – Easkey, Enniscrone, Rathlee and Kilglass.”

REPLY:

The speed limits are as follows:

  • Easkey Village            50 km/h
  • Enniscrone village      50 km/h
  • Rathlee village            60 km/h
  • Kilglass village            60 km/h

A discussion followed. Following queries and concerns from Councillor Queenan and Councillor Clarke, Mr. Paul O’Rourke advised that a speed limit review will be carried out, after Guidelines issue from the Department of Transport. This review will be subject to public consultation, and the adoption decision is a Reserved function for Members. Any proposed reductions in the speed limit in Dromore West and Ballinacarrow would form part of this review. Mr. Paul O’Rourke advised low-cost accident schemes were completed at Rathlee N.S. and Easkey Secondary School, but committed to checking if further works could be carried out at Rathlee N.S. via Active Travel.

16. REPORT FOR THE OPW RE CLEANING OF BELLOWWADDY RIVER, ENNISCRONE:

PROPOSED BY: COUNCILLOR J. QUEENAN
SECONDED BY: COUNCILLOR M. CLARKE

And agreed:

“To call on Sligo County Council to prepare a report for the OPW re cleaning of Bellowwaddy River, Enniscrone.”

REPLY:

A flood risk report is required to confirm that the cleaning of the river is required, which will require the appointment of a specialised consultant.

SCC will engage with the Department to determine if they have a program that will support the carrying out of this work.

A discussion followed. Concerns were raised by Councillor Queenan, Councillor Clarke, Councillor Taylor and Councillor Gallagher regarding the length of time this issue is going on, and the potential of this river flooding properties. It is also preventing Tidy Towns doing anything in that area. Mr. Paul O’Rourke advised that in order to apply for funding, a cost benefit has to be done, along with input from Fisheries and Environment etc.

17. REINSTATE SPEED LIMIT ON L3700 (OLD N4):

PROPOSED BY: COUNCILLOR L. BRENNAN
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council on behalf of the N4 Action Group, to reinstate the speed limit on the L3700 (old N4) back to 80km/hr. At present this road’s speed limit has been reduced to 60km/hr, which is resulting is cars overtaking and is increasing the risk of accidents.”

REPLY:

The speed limit on the L 3700 between the 50 km/h speed limit in Collooney and the 50 km/h speed limit in Castlebaldwin is 60 km/h as per the guidelines and the implementation of Rural Speed limits in February 2025. This section of the L 3700 is currently being reviewed under the Guidelines for Setting and Managing Speed Limits in Ireland. It is anticipated that the review process will be concluded in Q4 of 2025. The findings of the review will be presented to the elected members at that stage.

A discussion followed. Councillor Brennan, Councillor Mullaney, Councillor Clarke and Councillor Taylor all agreed that the quality of the road is such that the speed limit should be greater than 60kph, and it is not appropriate to have two speed enforcement vans on this road, enforcing 60kph. Mr. Paul O’Rourke advised that the speed limit will be reviewed based on road design standards, including junctions, accesses and alignment. Ms. Emer Concannon advised that the process involves the speed limit review, drafting Bye-Laws, SPC input, and public consultation, prior to the adoption process by SCC Members.  Ms. Emer Concannon also advised that the new dual-carriageway was developed between Collooney and Castlebaldwin to cater for higher speeds and the local road in question will be part of a new Active Travel Scheme currently at design stage.

18. L3700 BETWEEN COLLOONEY AND CASTLEBALDWIN:

PROPOSED BY: COUNCILLOR L. BRENNAN
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council to ask the Minister for Transport to reclassify this road (L3700) between Collooney and Castlebaldwin as a Regional Road, rather than a local road, due to the standard of the road, the traffic volume and the connectivity it provides.

I ask that an update is provided as to when the Local Authority roads review will take place.  I was informed this would be in 2025 in a previous motion I raised (March 2025). I ask that a review of rural roads takes place prior to a review of urban roads.”

REPLY:

The L3700 does not meet the criteria to be reclassified under a Regional Road as this road does not link a town to a national road.

The Department of Transport are updating the Guidelines for Setting and Managing Speed Limits in Ireland. On publication it is envisaged that the DOT will request each Local Authority to commence the review of urban speed limits.

19. PURCHASE OF ADDITIONAL GRITTER UNIT:

PROPOSED BY: COUNCILLOR L. BRENNAN
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council in the preparation of its capital budget, to give consideration to the purchase of additional 7.5-tonne gritter units. The purpose of this investment is to reduce the safety risks and support our outdoor staff who manually grit our rural roads and villages in freezing conditions.”

RESOLUTION:

A brief discussion followed. Councillor Gerard Mullaney mentioned that in 2010 and 2011 a contractor was employed to help with gritting.  Mr. Paul O’Rourke advised that each GSS has access to one if not two gritters and pickups.  A Winter Service Maintenance Plan for 2025-2026 is at the final stages of preparation.

20. ALLOCATE ESSENTIAL FUNDING FROM THE ACTIVE TRAVEL SCHEME:

PROPOSED BY: COUNCILLOR B. GALLAGHER
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council and the NTA to allocate essential funding from the active travel scheme to:

  1. For the installation of speed ramps on the Ballina Road, Tubbercurry R294.  In front of the terrace houses and extend the footpath from Whitethorn Place estate out to meet the existing footpath just after the Homeland Store.
  2. For the installations of speed ramps on the Mountain View Road in front of the terrace houses outside Bailey's nursing home and in front of the terrace houses at Mountain View and to extend the footpath from the back entrance to the Mountain View estate up on the right-hand side to the last house Ri Nua.”

REPLY:

There are a significant number of schemes being developed to under the Active Travel Funding stream. The NTA have indicated that the current list of works must be progressed and delivered prior to the addition of any further schemes

The Active Travel funding stream is targeted at increasing walking and cycling infrastructure and cannot be considered for traffic calming measures in isolation.

The installation of traffic calming measures may be considered for inclusion under the non-national safety improvement scheme in 2026.

A brief discussion followed. Councillor Barry Gallagher expressed his concern at the lack of footpaths for walking from town out to St. Attracta’s Secondary School. It is particularity hard for disabled people without adequate footpaths, as Councillor Gallagher recently accompanied a wheelchair user around Tubbercurry to see the situation first hand.

21. ESSENTIAL SAFETY WORKS:

PROPOSED BY: COUNCILLOR B. GALLAGHER
SECONDED BY: COUNCILLOR P. TAYLOR

And agreed:

“To call on Sligo County Council and the TII National Roads Project Office Sligo County Council for funding to be allocated from the low-cost safety scheme for essential safety works to be carried out at the turn into Carrowillkeen village along the main N17 road and also, for minor works to be carried out at the entrance 200m up from this at Mrs Brennans house. There are no sightlines at this junction into Carrowillkeen or from exiting Mrs Brennans house.”

REPLY:

Sligo County Council through the Sligo Regional Design Office is currently advancing a number of Road Safety Improvement Schemes along the national roads in County Sligo. These Schemes are funded by Transport Infrastructure Ireland (TII). Locations of Road Safety Improvement Schemes are identified by analysing collision history (to identify high collision locations) and through road safety inspections (which highlight road safety issues) completed on behalf of TII by road safety experts.

Prioritisation is given to high-collision locations when advancing Road Safety Improvement Schemes, while areas with identified safety issues are considered secondary. The stretch of the N17 through Carrowillkeen has not been identified as a high-collision location in the two most recent collision history analyses (2018-2020 and 2020-2022).

Sligo Regional Design Office currently has a full program of Road Safety Improvement Schemes planned for 2025. The location can be considered in the review of Road Safety Improvement Schemes for 2026, in discussions with the TII Regional Road Safety Inspection Engineer. However, there is no guarantee that a scheme at this location will be funded or prioritised, as high-collision locations and areas with identified issues from (TII led) road safety inspections to take precedence.

A brief discussion followed. Councillor Gallagher, Councillor Mulvey and Councillor Taylor expressed their frustration on the lack of funding for Safety Schemes along the N17, as it will be some time before the new N17 is built. Ms. Emer Concannon advised that the national budget for Safety Schemes on National Roads is very low.

22. MAIN WATER PIPE FROM LOUGH TALT TO TUBBERCURRY:

PROPOSED BY: COUNCILLOR B. GALLAGHER
SECONDED BY: COUNCILLOR G. MULLANEY

And agreed:

“To call on Sligo County Council to contact Uisce Eireann in relation to the trunk main water pipe from Lough Talt to Tubbercurry.

How many bursts / repairs have been completed on this water main so far in 2025. With our housing shortages and numbers of houses to increase in South Sligo in the coming years, I would see the great need for this pipework to be fully replaced to cope with the demand.

How old is the existing pipework that is in situ.

I would also request that Uisce Eireann representatives attend our next Municipal meeting in December to hear our concerns and issues. Q&A meeting.”

RESOLUTION:

A brief discussion followed. Councillor Mulvey and Councillor Taylor expressed their frustration at UE just acknowledging emails, but not responding to the issue. UE are not accountable to anyone, and this is a big change since SCC were responsible, when issues were always responded to.

PROPOSED BY: COUNCILLOR P. TAYLOR
SECONDED BY: COUNCILLOR B. GALLAGHER

And agreed:

“To call on Sligo County Council for an update on the funding position for upgrades to the R293.”

REPLY:

An application for funding was submitted to the Department of Transport in 2024 to carry out works along the R293. The Department of Transport did not provide the requested funds

A further application for funding will be submitted in Q4 of 2025. It is hoped that the Department of Transport will provide the requested funds.

PROPOSED BY: COUNCILLOR P. TAYLOR
SECONDED BY: COUNCILLOR B. GALLAGHER

And agreed:

“To call on Sligo County Council to carry out resurfacing works on the Gurteen to Keash Road.”

REPLY:

Sligo County Council will consider this road in the 2026 restoration maintenance programme. The road is not currently part of the 2025-2027 restoration improvement programme due to its surface rating.

A brief discussion followed. Councillor Paul Taylor acknowledged that roads are improving generally, but part of this busy road at Moydoo needs resurfacing due to potholes.

29. ANY OTHER BUSINESS:

Councillor Liam Brennan asked about the change of GSS’s, to which Ms. Emer Concannon advised that this was deferred until the New Year.

Councillor Joe Queenan asked if the Killanley Road will be taken in charge.  There are six houses on this road and it is in bad condition, potholes were fixed but the road has not been looked at in over 30 years.  Ms. Emer Concannon said she would check this out.

Councillor Joe Queenan mentioned an issue that is going on for about 6–8 months, regarding lights for the Graveyard in Dromore West. A Committee was set up who fundraised for the erection of lights and are willing to pay the electrical costs toward lighting.  Councillor Michael Clarke advised that one person is objecting, and he suggested putting in low raised lighting on a temporary basis and see how it goes.  Councillor Dara Mulvey advised people have contacted him about this issue, and it is very important for families who lost infant babies or a young person through suicide, who call to the cemetery in the early morning and late at night to say hello/goodbye. Mr. Paul O’Rourke advised he is aware of this and suggested that all parties get together to get all views, explore all options and have a trial period with the lights. Ms. Emer Concannon advised this is a community project, not a Local Authority project.

Councillor Michael Clarke mentioned meeting with Irish Water and advised that he was at two presentations recently where Irish Water advised they are waiting on funding, and he expects IW will tell Sligo County Council the same.

Councillor Barry Gallagher mentioned a bad junction after the Water Treatment Plant, Lough Talt and would like an update in due course.

Ms. Emer Concannon advised the Department of Rural and Community Development and the Gaeltacht, has confirmed funding for the refurbishment and extension of the former Courthouse, in Ballymote, to house a new public library.  The Ballymore Area Office is to remain in the Courthouse also. Ms. Concannon also advised that Sligo County Council have issued a one year lease to the Hawks Well Theatre, Sligo, for the Art Deco building in Ballymote.  All welcomed these two initiatives and thanks all involved.
