Phosphate Regulations

The Local Government (Water Pollution) Act, 1977 (Water Quality Standards for Phosphorus) Regulations, 1998 provide for a systematic approach to alleviating the environmental problem of eutrophication, and sets phosphorus levels and biological values for rivers and lakes.

The Regulations specify the following standards: that water quality, which is ‘satisfactory’ must be maintained and water quality, which is ‘unsatisfactory’ must be improved. The Regulations also require that each Local Authority prepare and implement a Phosphorus Measures Report.

Measures Report

This report prepared in 1999 by Sligo County Council presents an assessment of water quality in the County using 1995-1997 data as a baseline. It is a 10 year plan for the improvement and preservation of water quality throughout the County. It contains a comprehensive list of actions and targets together with an estimated timeframe for improving or maintaining water quality on a catchment basis. Ultimately Local Authorities must ensure compliance with these Regulations by the end of 2007.

Progress

To date, three implementation reports have been submitted to the EPA detailing Sligo County Council’s progress. Actions to date include channel surveys, farm and septic tank surveys, control of effluent discharges, and forestry operations.

Increased funding has been provided for wastewater infrastructure in County Sligo, this will ensure compliance with the requirements of the Urban Waste Water Treatment Regulations, 1994 and provide for improved water quality throughout the County.

In addition Sligo is focused on providing phosphorus reduction facilities at all new or upgraded wastewater treatment plants. Technical Committees have been established for the major lake catchments, which include representatives from Sligo IT, the EPA and the NWRFB.

Public Co-operation

  • Maintain your septic tank or on site treatment system
  • All farmers must adhere to good farming practice as defined by Sligo County Council and Code of Good Agricultural Practice
  • Report pollution incidents to the Local Authority
