Mr S. Concannon informed Councillor M. Gormley that it was hoped the scheme would go to construction early next year and would be operational in approximately 12 months. Mr H. Kearns County Manager stated that there was a huge cost inherent in all these projects and that it was hoped that development levies would finance most of the capital costs. He also stated that there would be progressive increases in operational costs which could only result in increased charges. After a discussion the following resolution was agreed;

In reply to a query from Councillor D. Bree, Mr S. Concannon DOS stated that the scheme would cater for the area as it develops for the next 20 years. Mr K. Larkin S.E. informed the meeting that the problems being experienced in the Strandhill area were being caused by builders rubble blocking the mains.

In reply to a query from Councillor T. McLoughlin, Mr K. Larkin stated that a revised design was with the D.O.E.H & L.G and any delay in going to construction would not hold up the Sligo Main Drainage Scheme which was expected to be operational in October 2008.

In a reply to a query from Councillor D. Bree, Mr K. Larkin S.E stated that it was the councils opinion that the proposal complied with all legal considerations.

22) LIGHTS ON THE CUILBEG ROAD TOWARD LAKE VIEW SCHOOL CARRAROE AND THE HOLY WELL;

“That Sligo County Council provide lights on the Cuilbeg Road toward Lake View School Carraroe and the Holy Well”.

In Response Mr T. Carroll SE stated the following;

This Proposal will be considered in the context of 2008 Roadworks Scheme,, however priority is being given to the provision of public lighting in the towns and villages as part of the footpath improvement programme being undertaken in the current year.

23) ELIMINATING THE CAUSES THE FLOODING AT SCARDEN, STRANDHILL ROAD;

“That Sligo County Council examine with a view to eliminating the causes the flooding at Scarden, Strandhill Road (in the area of Dorman’s, Mannix and Hargadon houses)”.

In Response Mr T. Carroll SE stated the following;

The location has been examined and remedial works will be carried out in the near future.

24) TAKING CHARGE OF NEW HOUSING ESTATES COMPLETED WITHIN THE COUNTY;

“To enquire regarding the Council’s Policy in taking charge of new Housing Estates completed within the county”.

In Response Mr D. Breen DOS stated the following;

The Council has a policy, approved by the members, in place for the taking in charge of finished housing estates. The council takes a very pro-active approach to this matter and encourages developers to lodge applications to take estates in charge as soon as developments are completed to a satisfactory standard.

A staff member is also engaged in this area since January 2006. His role is to work with the developers during the construction stage, and to ensure that
developments are completed to a satisfactory standard.  The council are currently processing 15 such applications.

25) REVIEW THE PROPOSED HOUSING DEVELOPMENT OF 77 HOUSES IN DROMORE WEST;

“We will ask the Director of Services for Housing, Ms Dorothy Clarke, to request Minister Noel Ahern, who has responsibility for Local Authority Housing to review the proposed Housing Development of 77 houses in Dromore West with regard to

  1. Density
  2. Design
  3. Entrance
  4. Essential Services”

In Response Ms D. Clarke DOS stated the following;

With regard to the proposed residential development, I wish to make the following comments;

  1. Density
    The proposed scheme is located central to the nucleus of Dromore West village. It is situated in an area zone ‘residential uses’ in the Dromore West Mini Plan that was adopted the Council members after a lengthy consultation period.

    The densities recommended by the DOEHLG (as is stated in the Sligo County Development Plan 2005-2011) for residential developments in serviced areas is 10 -14 units plus per acre. The density proposed for the Dromore West site is 10 units per acre. The proposed densities for this site have been approved by the Department’s Architectural Advisor for the County.
  2. Design.
    All of the design elements of the proposed scheme are in accordance with the new Housing Policy Framework and the new Housing Design criteria, both of which came into effect in April this year and were approved by Noel Ahern T.D., Minister of State for Housing and Urban Renewal. The design elements adhere to the objectives of the Dromore West Mini Plan in terms of house types and future linkages and reflect the
    immediate and long term housing needs for the Dromore West Area. The proposed design has been approved by the Department’s Architectural Advisor for the County.
  3. Entrance
    The Area Engineer has indicated no objection to the proposed access arrangements. Adequate sightlines are achievable from both sides of the proposed entrance under the current design.
  4. Essential Services.
    It is intended to develop the scheme of 77 units over the next 10 years commencing with 18 units in 2008.The essential services required to cater for the proposed 18 residential units in terms of infrastructure and services are currently established within the village. The Dromore West Mini Plan, adopted by the Council Members identifies lands suitable for additional services in terms of community facilities, sports and playing fields, utilities etc.

Ms. D. Clarke, D.O.S. also informed the meeting that it was hoped that the Part 8 approval would be before the Council at its October meeting. The meeting agreed not to write to the Minister of State for Housing and Rural Renewal at this time.

26) BROADBAND FROM DROMOREWEST TO BELTRA;

I will ask the Director of Services for an update on the delivery of broadband from Dromore West to Beltra”. In Response Mr D. Breen DOS stated the following;

I wish to inform members that a broadband service is now up and running in Dromore West and the surrounding areas. Local support of this new service is very strong with the first customers connected in August. Further new connections are being considered for North Sligo and it is hoped to have a service in this locale within the next month. Sligo County Council recognizes that provision of broadband is important and will support it throughout the county.

Ms D. Clarke DOS also informed the meeting that it was hoped that the Part 8 approval would be before the Council at its October Meeting. The meeting agreed not to write to the Minister of State for Housing and Rural Renewal at this time.

39) DEPUTATION TO MEET THE NATIONAL ROADS AUTHORITY TO PROGRESS THE FUNDING AND CONSTRUCTION OF THE
CLOONAMAHON TO CASTLEBALDWIN BY-PASS;

It was agreed that Item 39 be taken at this time;

“To call on Sligo County Council to send a deputation to meet the National Roads Authority to progress the funding and construction of the Cloonamahon to Castlebaldwin bypass”.

In Response Mr T. Carroll SE stated the following;

A sum of €400,000 has been provided by the National Roads Authority to progress the planning of phase 4 of the N4 realignment Collooney-Castlebaldwin in the current Year.

This will enable the preparations of draft EIS/CPO documents and the undertaking of ground investigations contract in the current year.

The meeting agreed that all National Roads in the County be included in any discussions with the N.R.A.

40) SET DOWN AREA FOR A BUS AT CLOGHOGUE SCHOOL;

“To call on Sligo County Council to provide a set down area for a bus at Cloghogue school”.

In Response Mr T. Carroll SE stated the following;

There is no provision in the Road Works Scheme 2007 for the provision of a set down area for a bus at Cloghogue School.

He stated that the Area Engineer would meet with the School Management to discuss the matter and that existing road marking and signage in this location would be examined.

41) FOOTPATHS IN KIERNAN AVENUE COLLOONEY;

“To call on Sligo County Council to repair the footpaths in Kiernan Avenue Collooney and to provide traffic calming on the road between Upper and Lower Kiernan Avenue”.

In Response Mr T. Carroll SE stated the following;

The replacement of defective footpaths and the installation of Traffic Calming measures can be considered in the context of the 2008 Road Works Scheme when being drafted at local area meeting. Essential repairs can be undertaken to footpath network in the interim where required.

28) FARM MODERNISATION SCHEME;

“That this Council calls on Minister O’Cuiv to revitalise the farm modernisation scheme”.

27 & 31; ROCKFIELD MANOR ESTATE, COOLANEY;

“I will request Sligo County Council to take in charge Rockfield Manor Estate in Coolaney at the earliest possible opportunity”.

“To ask the County Manager if the Council has investigated the letter of complaint from the residents of the Rockfield Manor housing estate, Coolaney, which was submitted to the Councils Enforcement Section in July, and to ask the Manager what action the Council is taking with regard to the complaints highlighted in the correspondence”.

In Response Mr F. O’Driscoll SEE stated the following;

Discussions have been ongoing with the developer to complete the development known as Rockfield Manor in accordance with the planning permission. This development has been occupied by residents for a considerable period of time and there are growing concerns among the residents that the estate will not be completed satisfactorily.

The developer was recently requested to submit proposals for the completion of the outstanding works but no details were submitted to date. The Council is in the process of drawing down the bond to enable the Council to have the outstanding works completed. When outstanding works are completed to the required standards it is SCCs policy to take estates in charge as soon as possible.

29) PEDESTRIAN CROSSING IN BALLINACARROW VILLAGE;

It was agreed by the meeting that Items 29, 30 and 32 be taken at this time;

“That this council calls on the National Roads Authority in the interest of road safety to provide funding for the provision of a pedestrian crossing in the village of Ballinacarrow”.

“That Sligo County Council and the NRA provide a pedestrian crossing in Ballinacarrow village for school children and adults in the interest of road safety”.

“To request the N.R.A and Sligo County Council to provide a pedestrian crossing on Road N. 17 in Ballinacarrow to promote road safety for pedestrians particularly children”.

In Response Mr T. Carroll SE stated the following;

It is noted that this village on National Route N17 is protected by a 50km/hr speed limit. The enforcement of this is a matter for the Garda Síochána.

It is also noted that speed reduction yellow markings exist at both ends of the village. However in view of the expansion of the village, we will add Ballinacarrow to the list of villages we propose to survey with a view of preparing a traffic management plan. This will include the possible location of a pedestrian crossing, footpath buildouts etc. Any proposals will require sanction from the National Roads Authority.

The local representatives will be kept fully briefed of progress in this matter.

“As County Sligo has very high levels of radon, I request Sligo County Council to work in co-operation with the Radiological Protection Institute of Ireland to maximise awareness amongst householders, and protect residents from the effects of this silent killer”.

In Response Mr F. O’Driscoll SEE stated the following;

Sligo is one of a number of counties with a particularly high Radon level – a high radon area is any area where the Radiological Protection Institute of Ireland (RPII) national survey indicates that more than 10% of the houses are likely to have a radon level exceeding the National Reference Level of 200Bq/m3. Under the Building Regulations a Radon Barrier and Sump are mandatory when these conditions prevail.

Although in Certain parts of Sligo – mainly North Sligo – the provision of a radon barrier is not mandatory a sump only is required – these areas according to maps published by the RPII fall below the National Reference Level. We advise all developers to install the appropriate radon barriers along with the sump in these areas as well as throughout the rest of the county. SCC have no role in the monitoring of Radon in existing houses, this area is covered by the RPII Radiological Protection Institute of Ireland. Monitoring kits and advice can be sourced from this body.

We do however deal with queries from the public on a regular basis and advise on radon protection with regard to the Building Regs. and also that they contact the RPII for expert advice . It is an area given priority by SCC when carrying out site inspections as the Building Control Authority.

SCC are very conscious of the threat posed by Radon and welcome close cooperation with the RPII and it is certainly our intention to be proactive in conjunction with the RPII in dealing with this threat.

In Response Mr S. Concannon DOS stated the following;

Sligo County Council submitted a foreshores application to the DCMNR during the first week in May 2007. Acknowledgement was received, dated 18th May. A query letter from the Foreshores Section of the DCMNR dated 12/07/07 was responded to on the 27/07/07 and our consultants recently contacted the Department., enquiring about progress, with no response to date.

The Council cannot proceed with the pontoon without the Departments approval, although the contract documents are being prepared currently, for issue as soon as approval is received. It is anticipated that the new pontoon will be available for the 2008 season.

In Response Ms R. McNulty DOS stated the following;

Kilvarnet Burial Ground is listed under the National Monuments Act 2004.

Application for Ministerial consent was applied for works to be carried out in the Burial Ground and an acknowledgement of receipt of application was
received from the Department of the EH&LG on 26 June 2007. In order for a decision to be reached, the Department has requested that archaeological test trenching be carried out as per letter received on 14 August 2007. This work is currently being carried out. The meeting agreed that a report on this matter should be made to the appropriate Strategic Policy Committee.

42) LEAKS IN WATER SUPPLY IN BUNNINADDEN/KILLAVIL/GURTEEN;

“Consumers in the Bunninadden/Killavil/Gurteen areas are constantly experiencing breakdowns in the water supply due to leaks on the line I am calling on Sligo County Council to apply for funding to have this section upgraded”.

In Response Mr K. Larkin SE stated the following;

The Mains referred to by Councillor Gormley are largely part of GWS Schemes, taken-in-charge by Sligo County Council in the past.

Much of this infrastructure is of very poor quality in terms of the way they were laid down and the type of lands they were laid in. in addition some are laid in private lands and as Councillor Gormley knows Sligo County Council personnel has been impeded from
gaining access to some of these location to carry out repairs.

Nevertheless insofar as the mains themselves are deficient an application for funding for compiled at present under the auspices of the Water Conservation Programme.

This application will be completed by end of this year or early in 2008, and submitted to DEHLG for approval.

The DEHLG insist on a single integrated countywide application for mains replacement/renewal, and that it is on a prioritized basis in terms of a cost/benefit analysis.

They will not accept single or piecemeal applications for funding.

43) SPORTS DEVELOPMENT COMMITTEE IN STRANDHILL;

The Council is working closely with the community to provide advice and assistance on the development of sports and recreational facilities in the Strandhill/Coolera area. The Council is presently undertaking an archaeological survey and a topographical survey has just been completed. Further discussion will take place with the community once both reports have been obtained. The local community has already initiated fundraising to support the future development of this area and we will actively support them in sourcing funding via National Lottery or other national funding streams.

44) SEWERAGE TREATMENT PLANTS AT CLIFFONEY AND MULLAGHMORE;

In Response Mr K. Larkin SE stated the following;

  • Cliffoney
    RPS LTD were appointed in November 2006 to advance Cliffoney WwTW as an SLI Scheme.  This required the preparation of a Preliminary Report in the 1st instance. That report has now been received and is being assessed at present. It has also been submitted to DEHLG for comment.
    On final approval of the Preliminary Report the project will go forward to preparation of Contract Documents and formal tender process.

    It is anticipated that funding will be in place for the successful completion of this project by 2009.
  • Mullaghmore
    As part of the same bundle as Cliffoney WwTW, RPS were commissioned to advance Mullaghmore WwTW as a Major Scheme.

    Once again this required the preparation and approval of a Preliminary Report. As this is a green-field-site scheme it takes longer to produce this Preliminary Report which is due in September i.e. this month. On approval of the Preliminary Report application has to be made for a Foreshore License for final discharge purposes.

    It is anticipated that this scheme will be operational by 2010.

We spent €191K in 2005 €346K in 2006. We have not drawn monies for 2007 as yet. However, the 2007 current allocation of €90K will be spent on accessibility audits of County Council facilities. Most of the capital allocation of €240K will be spent on County Council owned buildings with particular emphasis on the two buildings which are entered for an ‘Excellence Through Accessibility Award’ – County Hall and Teach Laighne, Tubbercurry.

National Disability Strategy Funding 2007-09-21

In 2006 Sligo County Council received an allocation of €350,000 (€300,000 Capital & €50,000 Current). Of this fund, the Council claimed a total of €345,577.29.

For 2007, the DoEHLG have given an allocation of €330,000 (240,000 Capital & 90,000 Current), a reduction on last year. Set out in the table below is a proposal on the expenditure for 2007;

50) UPDATE REGARDING THE CURRENT POSITION FOR (A) FIRE STATION (B) LIBRARY (C) AREA OFFICE;

Fire Station

Sligo County Council has gone through the CPO process in order to secure the additional land necessary to build the fire station. We are now at the Notice to entry stage of the process. A survey of the site has been completed to allow final completion of site drawings. It is proposed to go for planning permission in the coming weeks with works commencing in the early part of 2008.

Library

It is now proposed that the Library be situated on the old cinema site in Ballymote. Discussions are ongoing with the Department in relation to funding. The start date of the library is dependent on funding coming on stream.

Area Office

A number of options are being considered at present in relation to the location of the area office – this includes the existing site and as part of the library. An assessment of the requirements of the area office has been completed and brief discussions have been held with the Court Services to ensure that they are supportive of the development. It is not possible to give a start date at this time.
