Representatives from St. Cecilia’s Parents Association addressed the meeting and sought Local Authority support in their endeavours to have their children re-instated on the roll of St. Cecilia’s Special School. It was agreed that the Council would write to Deputy Noel Dempsey, Minister for Education and Science, urging him to attend a meeting with the parents.

PRESENTATION BY SLIGO HARBOUR COMMISSIONERS:

Mr Seamus Monaghan, Chairman, Sligo Harbour Board gave a presentation on the “Sligo Harbour Regeneration Strategy”.

A discussion followed in relation to the matter following which it was

“Act of 1996 confers status on Sligo Harbour previously administered by Harbour Act 1946. I am calling on the Minister of Marine with the consent of the Minister for the Environment to make an order under Section 88 of that Act transferring all the property to Sligo County Council”.

“That a Special Meeting of the Council to present the Sligo and Environs Draft Development Plan be held on Monday 11th November 2002 at 11.00am”.

REPORT ON UPDATED POSITION AND REVIEW OF THE TRAVELLER ACCOMMODATION PROGRAMME 2000-2004:

M. Mc Connell, Acting Director of Services outlined the report as circulated in relation to progress update and review of Traveller Accommodation Programme advising that this information was being circulated for the information of the members.

In response to comments by some members Councillor R. Mc Guinn and Councillor A. Higgins, members of the Traveller Consultative Committee rejected criticisms, and advised that an amount of progress had been made by the Committee and that resolving the traveller accommodation issue was difficult and time consuming.

It was agreed that the attendance of the committee would be circulated to the members.

The Cathaoirleach asked to be advised of the dates of all forthcoming meetings as he wished to be involved for his term as Cathaoirleach.

IMPROVEMENT OF SIGHT DISTANCE AT BENDS:

Councillor M. Gormley asked that the Council improve sight distance at bends on roads by cutting back vegetation in the interests of road safety. In response Mr T. Carroll, Senior Engineer indicated that grass margins at junctions of major and minor roads continue to be dealt with as a priority by outdoor staff and that Sligo County Council will ensure that farmers are informed of their obligations under the Roads Act, 1993.

“That Sligo County Council would do a publicity campaign on North West Radio encouraging land owners to carry out hedge cutting in the interests of safety”.

TRAFFIC CALMING AT COOLANEY VILLAGE:

Councillor M. Fleming requested that traffic calming measures be provided at Coolaney Village.

In response Mr T. Carroll, Senior Engineer indicated that a full traffic calming scheme was not considered necessary because of existing prohibitive features. Mr. Carroll added however that the Enniscrone Area Engineer would consult with representatives of Coolaney village regarding signage and other measures.

FOOTPATHS IN BUNNINADDEN VILLAGE:

Councillor M. Fleming asked that the footpaths in Bunninadden Village (R.294) be repaired at front of Leamy’s shop.

In response Mr T. Carroll, Senior Engineer stated that the area had been examined and that works would be considered for funding under the 2003 Discretionary Improvement Grant.

SPEED RAMPS AT SEAVIEW PARK, SEA ROAD:

Councillor B. Scanlon requested that the Council put speed ramps in the housing estate of the Seaview Park, Sea Road Estate.

In response Mr. T. Carroll, Senior Engineer advised that Seaview Park is a Sligo Borough Council Estate, and as the road is not in the charge of Sligo County Council, the matter would be best addressed through the Borough Council’s Housing department.

WALKWAY AT THE POOL IN ROSSES POINT:

Councillor B. Scanlon asked that Sligo County Council repair the walkway at the pool in Rosses Point as a matter of public safety. In response Mr T. Carroll, Senior Engineer advised that work was satisfactorily completed on the walkway of the pool at Rosses Point.

UNAUTHORISED DEVELOPMENT AT ROSSES POINT:

Councillor B. Scanlon asked the Manager for a report on the current position regarding the unauthorised development erected by P. Carty at Rosses Point.

In response Mr P. Forkan, Director of Services outlined that the unauthorised aspects as set out in the enforcement notice are to be substantially rectified in 3-4 weeks.

Following some discussion it was agreed that a progress report be provided at the next Ordinary Meeting of the Council.

JUNCTION AT BALLYMOTE ROAD ON N4 AT DRUMFIN:

Councillor J. Perry asked that Sligo County Council make funding available to make safe the junction of the Ballymote road, on the N4 at Drumfin, as this is an accident waiting to happen in view of the fact that visibility is hampered with the bends.

In response Mr T. Carroll, Senior Engineer advised that a low cost accident reduction scheme was implemented along this section of the N4 in 2000. He advised that the long term solution is the complete realignment of this substandard section of roadway, and that funds are awaited from the NRA to proceed with this.

UPGRADING OF N59:

Councillor M. Barrett asked what proposals are currently being considered for the upgrading of the N59.

In response Mr T. Carroll, Senior Engineer stated that the 1998 NRA National Roads Needs Study indicated that the N59 should be improved under phase 3 of Needs Study in 2010 – 2014.

WIND FARM AT LACKEN, KILGLASS:

Councillor P. Conmy asked that Sligo County Council grant permission for wind farm at Lacken, Kilglass.

P. Forkan, Director of Services stated that no application had yet been received for wind farm at Lacken, Kilglass.

The Cathaoirleach advised that An Taisce was a statutory body and this Council had no function in nominating members to its board.

WORKS ON R296 AT OLDROCK:

Councillor M. Gormley requested that the Council carry out works on Regional Road R296 at Oldrock to alleviate flooding.

In response Mr T. Carroll, Senior Engineer advised that home owners along the affected roadway, may have to shape and surface their house fronts to avoid ponding, and that a scheme of works to provide gullies and lay pipes could only be devised if funds were made available under the 2003 discretionary grants scheme.

REMEDIAL WORKS AT MOUNTAIN VIEW TUBBERCURRY AND IMPROVEMENT WORKS AT CONNOLLY PARK, TUBBERCURRY:

Councillor M. Gormley asked the Director of Services what the position is in relation to the proposed remedial works at Mountain View, Tubbercurry and the proposed improvement works at Connolly Park, Tubbercurry.

The Cathaoirleach agreed to take item no. 43 at this time. Councillor M. Fleming asked the Director of Services if there is a definite date agreed for the commencement of remedial works at the O.P.D’s Mountain View, Tubbercurry.

M. Mc Connell, Acting Director of Services advised that work had commenced on the remedial works at Mountain View, Tubbercurry on Monday 7th October, 2002.

She further advised that the funding application with regard to Connolly Park, Tubbercurry is currently being drafted by RESPOND and upon completion will be submitted to the DOELG for approval.

FACILITES FOR COLLECTION AND DISPOSAL OF WHITE GOODS AND BATTERIES:

Councillor D. Bree asked the County Manager what facilities the Council have for the collection and disposal of old fridges and batteries.

In response Mr J. Mc Hugh, Senior Engineer stated that during National Recycling week a temporary facility for collection of such goods was set up in Ballymote and the service was well received by members of the public.

It was agreed that a report on this matter be circulated to all members.

FUNDING FOR YEATS INTERNATIONAL SUMMER SCHOOL:

Councillors D. Bree, S MacManus, R. Mc Guinn and T. Mc Loughlin asked that the Council cognizant of the financial difficulties affecting the Yeats Summer School, agrees to include grant aid in the Book of Estimates to fund two lectureships for the Summer School.

In response M. Mc Connell, Acting Director of Services advised that funding requests could only be included as part of the annual estimates process. She also advised of new funding mechanisms to be put in place under the recently adopted Arts plan 2002-2005, opportunities for which groups will be advised of as they come available.

“That this Council, cognizant of the financial difficulties affecting the Yeats International Summer School, agrees to include grant aid in the Book of Estimates, to fund two lectureships for the Summer School”.

PLAYGROUND AT MOUNTAIN ROAD, TUBBERCURRY:

Councillor M. Fleming requested that Sligo County Council erect a secure fence around perimeter of Children’s Playground at Mountain Road, Tubbercurry.

In response Ms M. Mc Connell, Acting Director of Services, advised that this was not a Council facility and that a meeting between Community and Enterprise Officials and the playgroup committee has been arranged for the coming week to discuss the funding and other associated maintenance and upkeep issues in relation to the playground.

HOUSING ESTATES MAINTAINED UNDER S.E.S. WITH FAS, LEADER AND LOCAL COMMUNITIES:

Councillor M. Fleming asked that to continue the maintenance of housing estates in the County under a Social Economy Scheme in partnership with Fas, Leader Partnership and Local Communities Funding is required from Sligo County Council and requested the County Manager to include an Sligo County Council and requested the County Manager to include an allocation of €40,000 in the Estimates, to be reviewed annually”.

In response M. Mc Connell, Acting Director of Services stated that the maintenance of five Council estates is carried out presently in conjunction with Leader Partnership and Fas. Funding for same however, is a matter for the estimates process.

CATTLE GRID ACROSS CLOYROGH ROAD, GRANGE:

Councillor J. Perry asked that Sligo County Council allow a cattle grid to be put in place across Cloyrogh Road, Grange as this would be of considerable benefit for up to 15 farmers who have commonage on the mountain.

In response T. Carroll, Senior Engineer advised that the DOELG have stated that the construction of a cattle grid at this location may have safety implications for other road users. He further outlined options available to farmers themselves to deal with the matter.

ROADS AND HOUSING BUDGETS:

Councillor J. Perry asked that Sligo County Council outline the impact which the cutbacks from the Department of the Environment will have particularly in the areas of roads and housing.

In response M. Mc Connell, Acting Director of Services outlined that in relation to the area of Housing there has been no notification of a reduction in the allocation and the Council is on target to complete its 240 starts by end of 2003. Mr S. Concannon, Director of Services outlined that in relation to the area of roads that no notification of cutbacks had been advised.

IMPROVEMENTS TO CARROWREAGH KNOX WATER SUPPLY:

Councillor M. Gormley asked what proposals Sligo County Council have to carry out the improvements to the Carrowreagh Knox Water Supply. In response Mr K. Larkin, Senior Engineer, indicated that the scheme had been included in the Strategic Rural Water Plan for upgrading. The estimated cost to replace defective pipe work is €127,000 but there is no funding available to the Council at this time.
