  3. To consider the following motion as submitted by Councillor S. MacManus
    “Given that almost 400,000 Irish citizens have been forced to emigrate since the economic downturn and given that further tens of thousands of our people have been forced abroad in previous decades, Sligo County Council now calls on Government to take a more constructive approach to dealing with the needs of Irish citizens living abroad.

    Such intensified approach needs to be proactive in forging inclusive links with representative organisations of the Irish Diaspora by applying the letter and spirit of Article 2 of Bunreacht na hÉireann where it declares that “the Irish nation cherishes it’s special affinity with people of Irish ancestry living abroad who share its cultural identity and heritage”.

    To enhance this inclusive approach and to establish real intent to prioritise this issue Sligo County Council calls on the Government to take the following steps as a minimum;

    Establish the position of Minister of State for the Diaspora with sole responsibility for Irish citizens living abroad.

    Set up, as a matter of urgency, a time limited Oireachtas committee, including representation from accredited Diaspora
    organisations, to examine how best to provide Oireachtas representation for Irish emigrants. This committee to make recommendations within the lifetime of the current government with a view to providing Oireachtas representation for emigrants after the next general election.”
