Mr F. Moylan, Acting Senior Planner gave a brief overview and summary of the principal changes contained in the Draft Sligo and Environs Development Plan 2010-2016(SEDP) which was prepared in accordance with the instructions of the elected members of Sligo Borough and County Council issued following the consideration of the First Manager’s Report on pre-draft submissions and observations relating to the SEDP (June 2008).
Ms. M. Davidescu, Acting Senior Executive Planner also gave a detailed presentation on the proposed contents of the Draft Sligo and Environs Development Plan 2010-2016(SEDP).
Questions were then invited from the members and a general discussion took place. Following this the following motions were put:

“To zone 7.5 acres R1 Low Density Residential at Lisnalurg as per map attached”
Councillor Bree asked to be recorded as dissenting.
Proposed by Councillor S. Kilgannon,

“That the Western/City By Pass should be located west of the second sea road with a view to ensuring that the accepted negative impact on those people living between the two sea roads be prevented - that the text included with this motion be part of the Sligo and Environs Development Plan, 2010-2016”

“To rezone 4.1 acres at Shannon Eighter, Sligo “Submission and Maps attached – that this land be zoned mixed 1 – mixed uses”

“That 20.08 acres of land at Tullynagracken South, Carraroe as specified in submission 142 of the Managers Report currently zoned buffer zone to be zoned for low density residential use R1”

That the paragraph dealing with rural generated housing, (Chapter 7, Page 9) be amended by the deletion of the words “while one-off housing will generally be discouraged in rural areas” from the introductory paragraph

“That the area hatched blue on the attached map be zoned R2 in the Sligo and Environs Development Plan”

“That the reference to returning emigrants contained in the Sligo County Development Plan be replicated in the Sligo and Environs Development Plan 2010-2016”

“That the area hatched red area 4.94 be zoned R2 in the SEDP and also the area hatched green requested to remain zoned R2. This motion covers the land within the County Council Area”

“Request that submission Ref No. 176 – Kennedy Brothers Building Construction Ltd – That the lands as per maps attached be zoned R2 and with particular reference to hatched area where there will be no development requested in this area”
This motion was withdrawn and it was agreed that Members would meet with Planners and Engineering Staff on the site in question to investigate it further at a date to be arranged.

“That lands of 7 acres approximately at Tullynagracken North and Ciarns Duke now zoned public open space be retained at low density residential R1 – per map attached”
This motion was withdrawn and it was agreed that Members would meet with Planners and Engineering Staff on the site in question to investigate it further at a date to be arranged.

“That the lands currently zoned E14 in Drumaskibole, Carraroe be changed to WILT. The total land holding is 1.259 acres approximately as per attached map”

“That the current bunded area marked green – that the new proposed bunded area be increased by the area the size of the current bunded area”
It was agreed that this issue was more appropriate to the Docklands Local Area Plan and would be dealt with as part of this plan.

“Having considered the proposed Draft Sligo and Environs Development Plan 2010-2016, dated the 30th October 2008, prepared by the County Manager in accordance with section 11(5) of the Planning and Development Act, 2000, it is hereby resolved to approve the Draft Plan as submitted by the County Manager, subject to amendments agreed at this meeting. That public notice be given of the preparation of the Draft Plan and that written submissions or observations be invited from the public for the further consideration of this Planning Authority before the making of the Plan in accordance with the Planning and Development Acts 2000-2006”
The Cathaoirleach informed the meeting that all Councillors would be notified regarding visiting of sites discussed.
