Minutes of Special Meeting of Sligo/Strandhill Electoral Area Meeting held on 5th September, 2011


COUNCILLORS PRESENT:

Councillor D. Healy McGowan was appointed Acting Chairperson for the meeting on the proposal of Councillor D. Cawley seconded by Councillor D. Bree in the absence of Councillor A. McLoughlin.

MINUTES OF PREVIOUS MEETING:

AND AGREED

“that the minutes of the Sligo/Strandhill Electoral Area Committee Meeting held on 4th July, 2011 are hereby confirmed”.

Councillor D. Healy McGowan welcomed Councillor David Cawley to his first Sligo/Strandhill Area Meeting.

MATTERS ARISING:

Mr. T. Kilfeather, Director of Services in response to questions at the previous meeting provided the Councillors with the following information:

  • Design has been completed for ‘Lollipop’ type pedestrian crossing with raised ramp. Civil works should be completed this year but one car parking space would be lost.
  • In relation to the provision of footpaths on the Airport Road, Mr. Kilfeather stated that the original proposals were in an area of conservation and it is now proposed that works will go ahead on the opposite side of the road following the submission of a screening report to the OPW.
  • The Council has identified a suitable location for new signage at Kilmacowen school and a new stop sign will also be provided.
  • In relation to the temporary sewerage treatment plant servicing Doran Strand Housing estate Mr. Kilfeather stated that a lot of work to the Roads and Services would need to be completed before the Council could consider taking over this estate. However if the power supply for the sewerage pumping station was disconnected it would cause Health and Safety issues that would have to be addressed.

Councillor D. Healy McGowan thanked Mr. Kilfeather for his reports.

PLANNING DECISIONS TO GRANT AND TO REFUSE PERMISSION 16.04.11 TO 31.05.11

Stephen Ward, Ex. Planner informed the Councillors that the only planning application refused in the Sligo/Strandhill area was PL 10/93 lodged by Mr. Tom Parkes for commercial development on the old N4 at Drumaskibbole.

MAJOR PLANNING DECISIONS:

Mr. S. Ward also stated the only major planning application lodged in the Sligo/Strandhill Area was PL 11/259 from Shafin Developments for the construction of 42 no. two storey houses at Carrowroe and that several objections had been lodged in respect of the application. Mr. Ward also addressed questions regarding the processing of this and other similar planning applications when the zoning of land was being reconsidered as part of the proposed Core Strategy Variation to the Sligo & Environs Development Plan 2010 – 2016 and the Report of the County Manager dated 25th August 2011 to be discussed at todays Council Meeting.

ANY OTHER BUSINESS:

In relation to Coney Island Councillor Bree requested that our engineering staff investigate -

  1. the need to repaint the entrance pillars to the Island
  2. the need to refurbish the retaining wall on the east side of the jetty on Coney Island.
